IV. JUSTICE<br />

3) Incidents <strong>of</strong> suicidal behavior per 100 person-days <strong>of</strong> youth<br />

confinement<br />

A. Operate the facility in a manner consistent with applicable regulatory, statutory<br />

and case law requirements.<br />

1) Grievances or complaints filed per 100 person-days <strong>of</strong> youth<br />

confinement, or per 100 staff-days <strong>of</strong> employment<br />

2) The percent <strong>of</strong> interviewed staff and youth who filed a grievance or<br />

complaint who received a hearing<br />

B. Ensure that youth, their custodians and other appropriate parties know their<br />

legal rights and how to protect them.<br />

1) <strong>Youth</strong> understand facility rules and their legal rights<br />

2) youth know how to pursue their legal rights<br />

C. Administer the rules and policies for staff and youth fairly and consistently and<br />

<strong>of</strong>fer effective means <strong>of</strong> redress <strong>of</strong> grievances or violations <strong>of</strong> rights.<br />

consistently and effectively redressed.<br />

D. Provide confidential and reasonably prompt communications between youth<br />

and their lawyers and to make youth available for legal or administrative<br />

proceedings.<br />

access to their attorneys when requested<br />

2) Attorney visits per 100 person-days <strong>of</strong> youth confinement<br />
