especially younger children.<br />

4. $ DCYF must lead the development <strong>of</strong> performance measures and outcomes for<br />

Comprehensive Care Networks. This will be aimed at measuring both the lead<br />

agency itself as well as the performance <strong>of</strong> subcontracted entities in meeting the<br />

needs <strong>of</strong> children and families served. DCYF will develop utilization management<br />

and quality assurance mechanisms which will include family input/participation.<br />

These mechanisms will assess the implementation <strong>of</strong> a consistent standard <strong>of</strong><br />

practice within the Networks that embodies the principles <strong>of</strong> the system <strong>of</strong> care.<br />

DCYF will use performance measures previously established in partnership with Yale<br />

University for outreach and tracking, foster care, shelter care, and residential programs.<br />

These and other standards, such as the CEDARR Family Center Standards, will be<br />

used to inform and guide the development and implementation <strong>of</strong> the development <strong>of</strong> a<br />

Comprehensive Care Network systems’ evaluation component to include performance<br />

and outcome measures.<br />
