In addition to designating ETCs, the Hawaii <strong>PUC</strong> must annually certify to the<br />
FCC that all ETCs that receive high-cost USF support are using those funds for their<br />
intended purposes. Along with FCC requirements, the Hawaii <strong>Public</strong> <strong>Utilities</strong><br />
<strong>Commission</strong> has established annual certification requirements applicable to Hawaii<br />
ETCs in Decision and Order No. 22228, in Docket No. 05-0243 issued on January 17,<br />
2006, subsequently updated on February 27, 20<strong>12</strong> in (interim) Decision and Order<br />
No. 30230 in Docket No. <strong>2011</strong>-0052.<br />
On November 18, <strong>2011</strong>, the FCC released a comprehensive order to<br />
comprehensively reform universal service. The FCC’s order adds broadband as a<br />
supported service, changes funding eligibility and distribution, and adopts a number of<br />
specific performances and reporting obligations. Current support is generally phased<br />
down, and new support will be gradually introduced. The FCC’s stated goals of reform<br />
are to preserve and advance the availability of fixed and mobile voice and broadband<br />
services, and to minimize the USF contribution burden on the public.
