In FY 2013, the <strong>Commission</strong> continues to place a high priority on building staff<br />
resources and technical capacity, strategic planning, and expanding and modernizing<br />
<strong>Commission</strong> office spaces. The <strong>Commission</strong> also continues its work on improving<br />
accessibility by improving the efficiency of the <strong>Commission</strong>’s current document filing<br />
system, as required by Act 69, Session Laws of Hawaii <strong>2011</strong> (“Act 69”). Act 69 requires<br />
the <strong>Commission</strong> to accept all required filings in either original or electronic form no later<br />
than July 2013.<br />
Pursuant to Act 69, the <strong>Commission</strong> submitted a report to the Legislature<br />
regarding the progress of implementing an electronic filing system in December <strong>2011</strong>,<br />
which included the following eFile project plan with target dates.<br />

As of December 1, 20<strong>12</strong>, the <strong>Commission</strong> has successfully completed phases I<br />
and II and is on track to complete phases III, IV, and V on or before the target<br />
completion dates.<br />
Fiscal Information<br />
The <strong>Public</strong> <strong>Utilities</strong> <strong>Commission</strong> Special Fund (“Special Fund”), established under<br />
HRS § 269-33, is used to cover all <strong>Commission</strong> and Consumer Advocate expenses<br />
incurred in the administration of Chapters 269, 271, 271G, 269E and 486J, HRS. The<br />
Special Fund sources of income include public utility fees, motor carrier fees, penalties<br />
and interest, application and intervention filing fees, Hawaii One Call Center fees and<br />
duplication fees from entities under its jurisdiction pursuant to Section 269-30, HRS.<br />
The public utility fees, which typically comprise over 90 percent of the Special Fund’s<br />
revenues, are based on the entities’ gross income from the preceding year and may be<br />
recovered via a surcharge from the entities’ customers, i.e., ratepayers.
