Figure 19 shows the System Average Interruption Frequency Index (SAIFI) for<br />
the past five years. It shows that the <strong>2011</strong> SAIFI of 1.376 was the highest index in the<br />
past five years, increasing again from the 30 year low of 1.133 in 2009.<br />
