• KIUC Power Purchase Agreement with McBryde Sugar—<br />
Docket No. <strong>2011</strong>-0180<br />
In August <strong>2011</strong>, KIUC requested approval of a PPA with<br />
McBryde Sugar Company, Limited (“McBryde”). In the PPA, McBryde, owned by<br />
Alexander and Baldwin Inc., will construct and operate a 6 MW photovoltaic<br />
generation plant located on land adjacent to KIUC’s Port Allen power plant in<br />
Eleele.<br />
On March 16, 20<strong>12</strong>, the <strong>Commission</strong> issued a Decision and Order<br />
approving the PPA, finding that the purchased energy charges are reasonable<br />
and the terms of the contract are prudent and in the public interest, authorizing<br />
the purchased energy charges and related revenue taxes to be included in<br />
KIUC’s Energy Rate Adjustment Clause (“ERAC”), and approving KIUCs request<br />
to commit funds to purchase and install on McBryde’s land two separate batteries<br />
owned, operated and maintained by KIUC for grid stability purposes. The term of<br />
the contract is 20 years following the in-service date of the facility.<br />
• KIUC Power Purchase Agreement with Poipu Solar—Docket No. 2010-0307<br />
On July 7, <strong>2011</strong>, the <strong>Commission</strong> approved the PPA for as-available<br />
energy between KIUC and Poipu Solar to provide approximately 3 MW from<br />
Poipu Solar’s photovoltaic generation plant. The initial term is 20 years,<br />
commencing upon the in-service date (the date upon which KIUC receives<br />
notification that Poipu Solar meets all requirements under the interconnection<br />
agreement, but no earlier than June 30, <strong>2011</strong>), and will remain in effect thereafter<br />
for five automatic one-year extensions until terminated by either party.<br />
Telecommunications Proceedings<br />
The <strong>Commission</strong> oversees the intrastate cellular, paging, mobile telephone, and<br />
other services of telecommunications providers in addition to the services of Hawaiian<br />
Telcom, Inc. (“Hawaiian Telcom”), the State’s only incumbent local exchange carrier<br />
and largest provider of intrastate services. Key activities in telecommunications are<br />
highlighted below.<br />
New Telecommunications Carrier Certifications<br />
The <strong>Commission</strong> certificates telecommunications companies, which are<br />
providers or resellers of various intrastate wireless, calling card, and interexchange<br />
(long distance) telecommunications services. The following docket is one of many<br />
Telecommunications Carrier Certifications before the <strong>Commission</strong>:<br />
• Pa Makani dba Sandwich Isles Wireless for Designation as an Eligible<br />
Telecommunication Carrier—Docket No. <strong>2011</strong>-0145<br />
In June <strong>2011</strong>, Pa Makani LLC filed an application for designation as an<br />
eligible telecommunications carrier (“ETC”) in the State of Hawaii. Pa Makani<br />
holds a certificate of registration issued by the <strong>Commission</strong> to provide intrastate<br />
commercial mobile radio services or wireless telecommunications services.
