CALIFORNIA STATE APPROVING AGENCY FOR VETERANS<br />

EDUCATION (TITLE 38)<br />

Under authority of federal law, Title 38 United States Code, the California State<br />

Approving Agency for <strong>Veteran</strong>s Education (CSAAVE) approves or disapproves<br />

veterans’ education and training programs, prevents abuses, and promotes quality<br />

in veterans’ education by evaluating and monitoring education and training<br />

programs. The CSAAVE serves as part of the State of California and operates<br />

under contract with the VA.<br />

CSAAVE conducts on-site supervisory visits to approved institutions and schools<br />

seeking approval, provides technical assistance to all interested parties, and<br />

is engaged in outreach activities to encourage eligible individuals to use the<br />

benefits provided by the Montgomery GI Bill. The programs that can be approved<br />

by the CSAAVE are institutions of higher learning (colleges and universities), nondegree<br />

institutions (vocational and technical schools), apprenticeships, public<br />

and private employer’s on-the- job training (OJT), and licensing and certification<br />

COLLEGE TUITION FEE WAIVER FOR VETERAN DEPENDENTS<br />

The College Tuition Fee Waiver for <strong>Veteran</strong> Dependents benefit waives mandatory<br />

system-wide tuition and fees at any State of California Community College,<br />

California State University, or University of California campus. This program does<br />

not cover the expense of <strong>book</strong>s, parking or room and board. There are four plans<br />

under which dependents of veterans may be eligible.<br />

WHO IS ELIGIBLE?<br />

The child of a veteran who is totally disabled due to service-connected<br />

disabilities or whose death was officially rated as service-connected is<br />

eligible. The child must be over 14 years old and under 27 years old to be<br />

eligible. If the child is a veteran, then the age limit is extended to age 30;<br />

The spouse or Registered Domestic Partner (RDP) of a wartime veteran who<br />

has been rated as service-connected totally disabled is eligible. There are no<br />

age limit restrictions;<br />
