ACKNOWLEDGMENTS This is the first volume of a programmatic Public Expenditure and Institutional Review (PEIR) for the Republic of Montenegro, sponsored by Orsalia Kalantzopoulos (Country Director, ECCU4) and directed by Bernard Funck (Sector Manager, ECSPE) and Cheryl Gray (Sector Director, ECSPE). This volume was prepared by a World Bank team led by Abebe Adugna (task team leader) and comprising of Tiana Mitrovic Kocovic, Bernard Myers, Aleksandra Rabrenovic (consultant), Toby Linden, Tanja Boskovic, Taline Koranchelian (IMF), Aleksandar Crnomarkovic, Plamen Kirov, and Aoufa Ezzine (consultant). The chapter on economic and institutional developments was prepared by Abebe Adugna, with inputs from Tiana Mitrovic Kocovic. The chapter on composition of public expenditures and sources of fiscal pressures was prepared by Abebe Adugna (composition of expenditure), Bernard Myers (wage bill), Toby Linden and Tanja Boskovic (education). The chapter on public administration reform was prepared by Aleksandra Rabrenovic and Bernard Myers. The chapter on Public Financial Management and Procurement was prepared by Bernard Myers, with inputs from Aleksandar Crnomarkovic (internal and external audit) and Plamen Kirov (public procurement). The chapter on public investment planning and transport infrastructure was prepared by Aoufa Ezzine (consultant), with supervision by Martin Humphreys and Henry Kerali. The chapter on fiscal risks posed by local governments and state-owned enterprises was prepared by Taline Koranchelian (IMF, FAD). The team would like to thank the Government of Montenegro for providing excellent cooperation during the preparation visits as well as comprehensive comments on the draft report.
