The chapter on economic <strong>and</strong> institutional developments was prepared by Abebe Adugna, with<br />

sources <strong>of</strong> fiscal pressures was prepared by Abebe Adugna (composition <strong>of</strong> expenditure),<br />
Bernard Myers (wage bill), Toby Linden <strong>and</strong> Tanja Boskovic (education). The chapter on public<br />
administration reform was prepared by Aleks<strong>and</strong>ra Rabrenovic <strong>and</strong> Bernard Myers. The chapter<br />
on <strong>Public</strong> Financial Management <strong>and</strong> Procurement was prepared by Bernard Myers, with inputs<br />

procurement). The chapter on public investment planning <strong>and</strong> transport infrastructure was<br />

Kerali. The chapter on fiscal risks posed by local governments <strong>and</strong> state-owned enterprises was<br />
