AnneseSTATEN ISLAND, N.Y. -- Reckless StatenIsland motorists by <strong>the</strong> thousands wouldra<strong>the</strong>r shave a few seconds off <strong>the</strong>ir trip to<strong>the</strong> mall <strong>the</strong>n come to a stop and avoidgett<strong>in</strong>g hit with a $50 ticket.And at $50 a ticket, plus a $5 surcharge,that means some $55 million <strong>in</strong> f<strong>in</strong>es for<strong>the</strong> city's coffers.Staten Island Advance/Irv<strong>in</strong>g Silverste<strong>in</strong>The city has <strong>in</strong>stalled a number of dummy cameras on <strong>the</strong> Island andperiodically change <strong>the</strong> location of <strong>the</strong> function<strong>in</strong>g ones.The cameras are hardly secrets -- <strong>the</strong>telltale white boxes sit at nearly two dozen<strong>in</strong>tersections on Staten Island and <strong>the</strong>irflash bulbs go off aga<strong>in</strong> and aga<strong>in</strong> everyday.City transportation officials would only say <strong>the</strong>y've <strong>in</strong>stalled 15 to 20 of <strong>the</strong> city's function<strong>in</strong>g 150 red lightcameras on Staten Island, as well as a number of dummy cameras to keep motorists from breez<strong>in</strong>g throughbusy <strong>in</strong>tersections. The would not confirm <strong>the</strong> locations.When <strong>the</strong> program first started <strong>in</strong> 1993, a meager 50 cameras city-wide -- six to eight on <strong>the</strong> Island -- weresnapp<strong>in</strong>g photos.Work<strong>in</strong>g off a list found on wikidriv<strong>in</strong>g.com, <strong>the</strong> Advance checked <strong>the</strong> locations and found cameras at 23borough <strong>in</strong>tersections. The cameras can typically be found near highway service roads, and at <strong>the</strong> Island'sbusiest <strong>in</strong>tersections on streets like Clove Road, Richmond Avenue and Hylan Boulevard.---Where are <strong>the</strong>y? We can't verify anyth<strong>in</strong>g <strong>in</strong> that list," said Seth Solomonow, aPage 118 of 179
spokesman for <strong>the</strong> city Department of Transportation.Accord<strong>in</strong>g to Solomonow, <strong>the</strong> city has recorded 13 percent fewer <strong>in</strong>juries and nearly 10 percent fewercrashes at <strong>the</strong> borough's red-light camera spots."Red light cameras are an important and proven safety tool, with red light runn<strong>in</strong>g dropp<strong>in</strong>g a dramatic 40 to60 percent citywide at locations where <strong>the</strong> cameras have been <strong>in</strong>stalled," Solomonow said.Still, <strong>the</strong> cameras can present certa<strong>in</strong> constitutional issues -- motorists have <strong>the</strong> right to confront <strong>the</strong>iraccusers <strong>in</strong> court, and a camera can't take <strong>the</strong> stand and testify.That's why <strong>the</strong> tickets only cost $50, with no po<strong>in</strong>ts, and why, <strong>in</strong> part, <strong>the</strong> state legislature has set a limit on<strong>the</strong> number of cameras <strong>the</strong> city can use, said state Assemblyman Joseph Lentol (D-Brooklyn). The ticketisn't a crim<strong>in</strong>al summons, nor is it a traffic law violation, he said.Lentol, who sits on <strong>the</strong> Assembly's Codes Committee, was an early opponent of red light cameras, say<strong>in</strong>gthat he had concerns about whe<strong>the</strong>r <strong>the</strong> cameras were genu<strong>in</strong>e accident deterrents, or "a convenient way tomake money.""It's not really due process, as far as I'm concerned," he said.Still, he concedes that <strong>the</strong> cameras "might have some deterrent effect" on red light scofflaws and crashes,and he's gotten very few constituent compla<strong>in</strong>ts about <strong>the</strong> cameras <strong>in</strong> recent years."Because of <strong>the</strong> objections that I and o<strong>the</strong>rs have raised, I th<strong>in</strong>k <strong>the</strong> city has run and tried to run a prettygood program, a pretty fair program," he said.State Assemblyman Lou Tobacco (R-South Shore), said he supports upp<strong>in</strong>g <strong>the</strong> limit on <strong>the</strong> number ofcameras, or do<strong>in</strong>g away with that limit altoge<strong>the</strong>r. His constituents regularly compla<strong>in</strong> about speed<strong>in</strong>g andreckless driv<strong>in</strong>g, and about motorists' cavalier attitudes towards traffic rules."I don't believe <strong>the</strong>re should be a limit," Tobacco said. "This is not Big Bro<strong>the</strong>r. The law of <strong>the</strong> land is, it isillegal to go through a red light."State Sen. Diane Sav<strong>in</strong>o (D-North Shore), said she credits <strong>the</strong> cameras with reduc<strong>in</strong>g traffic fatalities andgenerat<strong>in</strong>g revenue."There's always people who are opposed to it because <strong>the</strong>y th<strong>in</strong>k it's unfair," she said.
