Draft Supplemental Environmental Impact StatementKeystone XL Projectimprove moisture retention, and create micro-sites for seed germination. Keystone would workwith landowners to evaluate fencing the ROW from livestock, or alternatively, to providecompensation if a pasture needs to be rested until vegetation can become established.2.1.8.5 RippingIn areas where bedrock is within 84 inches (7 feet) of the surface and is expected to be dense orhighly stratified, ripping could be required. Ripping would involve tearing up the rock withmechanical excavators. During ripping, Keystone would take extreme care to avoid damage tounderground structures, cables, conduits, pipelines, and underground watercourses.Keystone anticipates that blasting would not be required. If blasting is necessary, Keystonewould prepare and file a blasting plan with the appropriate agencies.2.1.8.6 Construction near StructuresKeystone would prepare site-specific construction plans to address the potential impacts ofconstruction on residential and commercial structures near the construction ROW. Areascontaining buildings within 25 feet and 500 feet of the construction ROW are listed in Table 2.116. Information on the types of structures present is provided in Section 3.9 (Land Use,Recreation, and Visual Resources). Additional construction and environmental protectionmeasures for structures near the construction ROW are described in the CMRP (Appendix G).Table 2.1-16StateMontanaSouth DakotaNebraskaStructures Located Within 25 Feet and 500 Feet of the Construction ROWCountyStructures Within 25 Feet ofConstruction ROW (Number)Structures Within 500 Feet ofConstruction ROW (Number)Phillips 0 9Valley 2 38McCone 2 21Dawson 3 21Prairie 0 3Fallon 2 25Harding 3 19Butte 0 0Perkins 1 3Meade 2 22Pennington 0 0Haakon 4 26Jones 0 3Lyman 1 9Tripp 4 14Keya Paha 0 1Boyd 0 0Holt 0 23Antelope 3 53Project Description 2.1-54 March 2013
