Draft Supplemental Environmental Impact StatementKeystone XL Projectthe Project, including communication towers and buildings at the Lower Brule Substation,Witten Substation, and other intermediate sites.The proposed transmission structures would be steel single-poles and would be designed tosupport three conductors and an overhead optical ground wire. Tangent structures would bedirectly embedded into the soil and angle and dead-end structures would be constructed usingconcrete foundations. No guy wires are proposed. The design criteria for the portion of the linebetween the Big Bend Dam and the Lower Brule Substation are expected to be similar.The proposed transmission line would be constructed within a 125-foot-wide ROW. Allsubstation and switchyard work, including the placement of concrete foundations, erectingsupport structures, construction of control buildings, and the installation of electrical equipmentwould take place within secured areas. The proposed substation site at Big Bend and theexpansion area at Witten would be cleared and leveled. Aggregate would be spread throughoutundeveloped areas within the substation sites. Topsoil would be segregated from underlying soilsand redistributed on disturbed areas outside the substation security fences. Soil erosion would beminimized during construction using best management practices. Substation components wouldbe hauled to the site on local highways and roads and off-loaded using cranes and similarequipment. Concrete and aggregate from local sources would be hauled to the site by truck.The impacts of construction and operation of the transmission line alternatives are addressed inChapter 4, Environmental Consequences. An additional and separate NEPA environmentalreview of the alternatives to the proposed transmission line would be conducted after thealternative routes are further defined. The design and environmental review of the proposed 230kV transmission line are on a different schedule than the pipeline system itself. Regionaltransmission system reliability concerns are not associated with the initial operation of theproposed pipeline pump stations, but only for future operation at the maximum throughputvolume of 830,000 bpd.2.1.12.3 Electrical Distribution Lines and SubstationsMultiple private power companies or cooperatives would construct distribution lines to deliverpower to 20 pump stations located along the United States length of the pipeline. The privatepower companies providing the distribution lines are responsible for obtaining the necessarypermits, approvals, or authorizations from Federal, state or local governments. These distributionlines range in length from about 0.1-mile to 62 miles in length, average about13 miles long, andare estimated to extend about 377 miles, combined. The distribution lines to service pipelinepump stations would range in capacity from 69 kV to 240 kV, but the majority would have acapacity of 115 kV. Table 2.1-19 lists the electrical power supply requirements for the pumpstations and Figures 2.1.1-3 through 2.1.1-5 depict the locations of the distribution lines. Most ofthe proposed new electrical distribution lines to service pump stations would be 115-kV linesstrung a single-pole and/or H-frame wood poles. The poles would typically be about 60- to 80feet-high with wire span distances of about 250 to 400 feet.Project Description 2.1-78 March 2013
