Because biomass fuels are carbon neutral, total net CO 2 emissions per MWh are anorder of magnitude less than total net CO 2 emissions from electricity from fossil fuels, dependinglargely on the conversion technology.103
6. COMBINED RESOURCE AVAILABILITYPart 1 of this document includes urban wood waste from tree servicing debris and woodybiomass from forests. Part 2 of this document focuses on MSW resources, including C&D woodwaste, refuse derived fuels, tires, and yard waste. This chapter combines resources identified inboth Parts of this analysis in tabular form, ranked from cheapest to most expensive on an energybasis. The objective of this approach is to assess total quantities and costs of feedstock supplythat may be available if resources from both Part 1 and Part 2 are used for energy generation.We combine resources for each utility (GRU, JEA, and TAL) under Scenario #2: “Withcompeting demand”, which includes resources within two hours of each facility, but assumesthat all three facilities operate, and that resources are allocated only to the closest facility. Aswith the tables of results presented in Chapter 2, GRU has the option of including or excludingany particular row (resource) identified in the following tables.104
