All entered data is stored here, and used for reportgeneration and application functioning. These databases are alsointerconnected to enable data access by multiple applications.4 ApplicationPortfolio5 ChannelManagementThe application portfolio is the basket of all applications that are part of CAS(State). As shown in the diagram, this constitutes all the functionalities thatthe CAS is to perform, and has the business logic for the software. This layerencompasses all the applications that have been built in by the NCRB at thecentre, as well as the proposed new modules that would be built at the Stateby the SI.All the service delivery channels will need information and standardization ofdata and information wrt CCTNS related data. This should essentially consistof the following sub components viz.:• Content Management - Essentially consisting of Content Creation,Content Management. Publishing and Presentation• Content Personalization - Personalized content is content whichmatches a particular context, generally around a user. The process modeler converts the modelinto a XML file called that is also known as business processexecution language (BPEL). The BPM workflow engine interprets theactivities in the workflow and attaches it to the services in the servicebroker.• Business Rules Engine - The business rules of the workflowsmodeled on in the process engine is stored in a common repository.6 NetworkInfrastructure• Integration Framework - The integration framework would provideintegration services from various application portfolios that are partof the enterprise architecture. The integration framework should becompatible to services that follow open standards and also fewproprietary standards which are widely followed so that proprietaryservices may also plug n play in the enterprise architecture though itis not advised. For proprietary standards, the integration frameworkshould provide adapter for the widely used proprietary standards andtechnologies.A well defined network infrastructure is the backbone for delivering theservices through the channels and also to access all vital information relatedto CCTNS. Since it defines the delivery speed of information / servicethrough the channel, it is an important factor to infuse user confidence andsustain interest in the usage of the channel.For the successful implementation and deployment of the applicationmodules at Meghalaya Police, it is essential that the system is backed upwith sufficient connectivity infrastructure.Primary mode of connectivity and backup modes of ensuring connectivity arediscussed in details in the deployment section.7 Service DeliveryChannelsService delivery channels refer to the channels through which the Policedepartment provides service delivery to internal and external stakeholders.These consist of Police Stations, and Other offices of the Meghalaya Police,Email, Online web portal, telephone, SMS, and mobile phones.8 User Layer The user Layer consists of the various users of the CCTNS project inMeghalaya. They consist of Citizens, Police Officers, NCRB and otherstakeholders mentioned, each of whom access the Applications throughrespective channels of service delivery.Technical ArchitectureA centralized architecture (servers and processing at single and central location) has been proposed forthe Meghalaya CCTNS project. All requests from internal and external users will be sent to the systems,located in a central place for processing.
