7.1.3 Operations and Maintenance ProceduresOperation and maintenance procedures will be used to support all aspects of the White Rose <strong>oilfield</strong><strong>development</strong>. These procedures will be implemented specifically for the White Rose project and willincorporate all regulatory requirements. Personnel will be trained in using the appropriate manuals andprocedures. Manuals will outline the design rationale and operating parameters for the productionmonitoring and control systems.The maintenance system is an integral part of the safety system in that it ensures the physical integrity ofthe individual components of the production system. Critical equipment and systems will be inspectedon a regular basis in keeping with the facility’s regular inspection program.All process, engineering, procedural and organizational changes will be handled in a timely andeffective manner. Relevant engineering regulations, codes, classification rules and industry standardswill be reviewed on an ongoing basis to ensure compliance. A review system will incorporate LossControl Management considerations into design, construction and commissioning of vesselmodifications and repairs. All shorebased and offshore facilities will be required to carry outinspections on a regular basis to identify any potential health, safety or environmental hazards. Formalhazard identification systems will be in place.Requirements and needs for personal protective equipment will be identified on an ongoing basis by<strong>Husky</strong> Oil and its contractors. Supervisors will be responsible for ensuring that such equipment isavailable and used as appropriate by all personnel. Proper facilities and expertise will be provided formaintaining, cleaning and storing protective equipment.7.1.4 Training and QualificationsA definitive organizational structure will be established for project operations. There will be asystematic approach to recruiting personnel and providing initial orientation. The operations andmaintenance procedures manuals will be vital in promoting safe and efficient operations. Personnel willbe trained in using these manuals.Individuals and work groups will be assigned specific offshore responsibilities for safety and emergencyresponse preparedness. Specialized training will be provided prior to going offshore to ensure thatpersonnel are sufficiently competent to perform effectively in these areas. All contractors will berequired to demonstrate their compliance with essential training prior to any person going offshore. Acommand structure will be established to handle offshore emergencies.<strong>Husky</strong> Oil will implement a system for documenting all employee qualifications and training records.Where certified safety training is specifically required by regulation or company policy, ongoingcompliance monitoring systems will be in place.
