3 CANADA-NEWFOUNDLAND BENEFITS PLANThe Atlantic Accord Acts are federally and provincially enacted legislation. These parallel Acts require abenefits plan to be submitted to and approved by the C-NOPB before a <strong>development</strong> plan can beapproved.The Canada-Newfoundland Benefits Plan (Volume 1) for the White Rose <strong>oilfield</strong> <strong>development</strong>documents <strong>Husky</strong> Oil’s commitments to and plans for:• employing Canadian, in particular Newfoundland and Labrador, residents for the White RoseProject; and• using Canadian, in particular Newfoundland and Labrador, businesses for providing goods andservices for the Project.The plan discusses potential benefits related to two technically and economically feasible productionalternatives for the White Rose <strong>oilfield</strong> <strong>development</strong>, the steel FPSO vessel and steel semi-submersiblefloating production facility.The benefits plan outlines the following:• benefits philosophy, beliefs and guiding principles;• benefits process and commitments;• policies and procedures for project management, supplier <strong>development</strong>, procurement andcontracting, employment and training, research and <strong>development</strong>, and monitoring and reporting;• construction and operations processes that may affect Canadian and Newfoundland benefits;• goods and service requirements for the White Rose <strong>development</strong> and ability of Newfoundland andLabrador and other Canadian companies to deliver these goods and services; and• labour requirements for the White Rose <strong>development</strong> and availability of Newfoundland andLabrador and Canadian workers to fill these requirements.3.1 Principles, Policies and Procedures3.1.1 Benefits Philosophy and Principles<strong>Husky</strong> Oil is committed to maximizing benefits associated with the White Rose <strong>development</strong> forNewfoundland and Labrador, where practically and commercially achievable.
