• The operations/production phase of the White Rose <strong>oilfield</strong> <strong>development</strong> will involve a continuousdemand for support services. This demand will have a positive long-term effect on theNewfoundland economy, in particular, the St. John’s metropolitan area.• Bulk material demands for constructing the White Rose production facility will mainly beassociated with floating production facility and topsides fabrication.3.3 Assessment of Employment and Training RequirementsThis section of the Canada-Newfoundland Benefits Plan describes the labour requirements for differentcomponents of the White Rose project. The availability of Newfoundland residents and Canadians towork on the project is also assessed.3.3.1 Labour Demand<strong>Husky</strong> Oil believes that growth in Newfoundland and Labrador’s offshore oil industry should evolve ina way that will eventually result in continuous work for residents of Newfoundland and Labrador, bothin engineering and fabrication. Labour requirements for the White Rose <strong>oilfield</strong> <strong>development</strong> aresummarized in Table 3.3-1. If appropriately skilled and experienced workers arenot available, the work will necessarily go to non-Newfoundland and non-Canadian workers. There is ahigh level of awareness, within the federal government, provincial government, industry and traininginstitutions, about the need to plan and prepare for future labour requirements.
