The subsea contract package will consist of all equipment from the subsea tree to the riser connection onthe FPSO facility. The strategy for this component of the project will be to contract for the completesubsea system in a single contract, which will encompass everything from detailed design to installation,commissioning, interfacing and the option of providing ongoing operational support. The glory holeexcavation will be dealt with as a stand-alone contract and bid competitively. In line with the objectivesfor the project, the preferred solution is to conclude agreements with experienced lead contractors whowill manage the supply of all services required, preferably under a single, lump sum “turnkey” contract.<strong>Husky</strong> Oil is determined to elevate Canada-Newfoundland benefits to a distinct position in White Rosecorporate culture. This will see the management team challenging individuals at every level to considerhow they might improve local benefits and opportunities. To this end, internal Canada-Newfoundlandbenefits workshops will be initiated to encourage <strong>Husky</strong> Oil employees and contractors in engineeringand procurement to pursue methodologies that will promote domestic potential.3.1.3.2 Supplier Development<strong>Husky</strong> Oil has made a concerted effort to inform the local supply community of its plans as soon as theyare confirmed or aspects of the <strong>development</strong> are known. Information sessions and workshops have beenheld with vendor and supplier associations and representatives.Contractors responding to RFPs issued by <strong>Husky</strong> Oil are required to identify potential Canadian andNewfoundland suppliers of the required goods and services. Project management and systemengineering work undertaken by contractors must be done in Newfoundland and Labrador, wherecommercially practical. <strong>Husky</strong> Oil has undertaken a number of supplier <strong>development</strong> initiatives,including working with local companies to develop new or expand existing expertise, providingfeedback and information, and support of technology transfer initiatives.3.1.3.3 Employment and Training<strong>Husky</strong> Oil believes that the greatest opportunity to increase Canada-Newfoundland benefits is associatedwith the entire life cycle of the White Rose project, and indeed, with the life cycle of the East Coast oiland gas industry. To this end, a sustainable industry must recognize that the ongoing <strong>development</strong> oflocal skills is essential.Training requirements for offshore <strong>development</strong>s cover a broad spectrum from regulated, industry healthand safety requirements to skilled trades upgrading, such as welding and pipefitting. <strong>Husky</strong> Oil and itscontractors will identify the minimum training standards for staffing all phases of the project. Also, aspart of human resources planning, <strong>Husky</strong> Oil and its contractors will collaborate with government andtraining institutions to identify existing or anticipated skill shortages in the labour pool.White Rose DA Project Summary • January 2001 Page 40
