3.1.3.6 Monitoring and Reporting<strong>Husky</strong> Oil will monitor its own performance, as well as the performance of its contractors and subcontractors,by audits. Major contractors are required to provide <strong>Husky</strong> Oil with a detailed monthlyreport showing the levels of Canadian and Newfoundland benefits achieved and their future goals. Anemployment benefits audit will be performed at the end of each project phase or major milestone todetermine if Newfoundland and Labrador employment goals are being realized, and to developstrategies to ensure continuous improvement in this area, both for future project phases and the progressof the industry as a whole.3.2 Assessment of Procurement RequirementsAs a prerequisite to specific infrastructure demands, fabricating and/or constructing various componentsof a floating production facility requires certain basic skill sets and procedures. These include anadequately sized workforce skilled in offshore fabrication and construction methodologies, a formalquality control and quality assurance program, established engineering and management groups, and aformal project management and control system.Awareness of fabrication demands and expectations of the oil industry have become well known toNewfoundland and Canadian companies, and many have taken the necessary steps to take advantage ofopportunities. There is currently a growing expectation that companies can meet or be prompted andassisted to meet new fabrication demands.Specific infrastructure requirements for the White Rose project include:• hull fabrication for the floating production facility (both FPSO and semi-submersible options);• topsides fabrication;• turret fabrication;• on-shore/at-shore hook up of the topside structures and equipment with the production platform;• offshore installation;• production drilling;• subsea fabrication and installation, including subsea trees, template and manifolds/systemintegration testing;• operations/production, including goods and services for vessel operation and subsea maintenance;• bulk materials, including materials required for fabrication (vessel hull and topsides) and productiondrilling and operations (maintenance materials, marine fuels, aviation fuels, lubricants andchemicals); and• equipment requirements for the various systems.White Rose DA Project Summary • January 2001 Page 42
