6.1.2.3 Social Assistance and Employment ServicesThe Department of Human Resources and Employment is the provincial agency responsible for incomesupport through social assistance and employment-related services. In the St. John’s area, there is a St.John’s Region office, three district offices within the City and others on Bell Island and in ConceptionBay South. The District Office for the Isthmus of Avalon area is located in Clarenville, while the officefor the Marystown area is located in Marystown. The demand for social assistance in the St. John’s andMarystown areas has increased over the past decade, while the number of social assistance cases in theIsthmus of Avalon area has declined.6.1.2.4 Security and Safety: Policing and Fire ProtectionNewfoundland and Labrador is policed by the Royal Newfoundland Constabulary (RNC) and the RoyalCanadian Mounted Police (RCMP). The RNC has jurisdiction over the St. John’s area, while theIsthmus of Avalon and the Marystown areas fall under the jurisdiction of the RCMP. Newfoundland hasthe lowest level of policing (767 officers) in Canada, which largely reflects the province’s relatively lowcrime rates.As of March 2000, 303 fire departments served the province, with the present number and qualificationsof fire-fighting and prevention personnel considered adequate to meet existing needs. In the St. John’sarea, fire protection services are provided by the St. John’s Regional Fire Department and volunteer firedepartments in various communities. The Isthmus is served by fire departments in five localcommunities, while fire protection in the Marystown area is provided by volunteer departments in fivelocal communities and a composite fire department in Marystown.6.1.2.5 Recreation Services and FacilitiesThe St. John’s area contains numerous recreation and leisure facilities capable of accommodating a widerange of activities. Some of the existing facilities are used to full capacity, and there is a demand forsome new types of facilities. The Isthmus of Avalon area also has a range of recreational facilities,many of which are found in the Clarenville-Shoal Harbour area. Likewise, there are a number ofrecreational facilities in the Marystown area, with Marystown and Burin having the widest range offacilities and serving a number of the smaller communities. The facilities and programs appear tosatisfy the needs of local residents.6.1.3 Community Physical InfrastructureCommunity infrastructure is valued by local residents, business and industry insofar as its quantity andquality contribute to the functioning of the local economy and society and, hence, the overall standardand quality of life.White Rose DA Project Summary • January 2001 Page 87
