Observers monitor and evaluate the decisions and recommendations of the CM Players.<br />

Exercise Name: NORAD and USNORTHCOM/National Guard Bureau Major Hurricane and Flood<br />
Delivery Date: March 2011<br />
Description: This exercise was developed for the Joint State Staff Training Course. The intended audience is State<br />
National Guard Joint Force Headquarters to exercise Domestic Operations support during a major hurricane<br />
and flood in their respective state. This exercise will be further developed to three levels of intensity<br />
(crawl, walk and run) as three new exercises based on Major Hurricane and Flood. The states that<br />
select a Major Hurricane and Flood as their exercise will let the JSTC team know what level they will<br />
perform at and we will build them a tailored state exercise or run the template as they desire. The exercise<br />
is designed to test all phases of the State plan for support to local and state civilian responders as<br />
a result of a Major Hurricane and Flood. The State JFHQ will develop WARNORDs, OPORDs, DEPORDs,<br />
establish a Battle Rhythm, prepare Commander Update Briefs, establish a JTF, test communications<br />
with forces, accomplish Joint Reception, Staging, Onward Movement, and Integration, build JPERSTATs<br />
and establish a Common Operating Picture.<br />
