Campaigns and awareness raising strategies in traffic safety — <strong>Deliverable</strong> D-1.1helmet use or the use of lights. However, quite a few campaigns are aiming toincrease the number of cyclists and thus not focussing on traffic safety per se.Campaigns aimed at speedingSpeed campaigns are launched on a regular basis, approximately once ayear, at the national level. The counties and municipalities often join in thesecampaigns. Speed campaigns are the type of campaigns that are most oftensupplemented with local police enforcement. Some counties andmunicipalities have launched speed campaigns especially aimed at youngdrivers. In addition to the campaigns some counties have arranged projectdays, courses and talks by young people who have been disabled from trafficaccidents themselves.Campaigns aimed at drink drivingThe Council for Road Safety launched several national campaigns againstdrink driving in the 1990’es. However, in the period 1998 – 2003 no nationalcampaigns were launched. The latest campaign was launched in 2004 andwas run both nationally and locally and combined with police enforcement.This campaign was evaluated using phone interviews asking if people wouldstop a drunk person wanting to drive – no before measure was used. Inaddition, some local evaluations were performed using accident statistics orinterviews. Since 2001 there have been several campaigns aimed at youngdrivers both nationally and locally that also involved the topic of drink driving.Additional measures such as teaching materials, talks by young people whohave been in traffic accidents themselves, and the establishing of parentnetworks have been used in this connection.Campaigns aimed at restraint useThe Council for Road Safety has launched national campaigns on restraintuse yearly from 2001-2003 and again in 2005. These campaigns were alsorun locally in many places. In addition, they were combined with policeenforcement. Furthermore, there have been some local campaigns aimedespecially at young people or children.Evaluation characteristicsAs a rule all larger national campaigns are evaluated. However, the localcampaigns are not very often evaluated mostly due to limited resources. Ingeneral, for the national campaigns, there has been an increase in thenumber of evaluations since 1990.The Council for Road Safety, who arranges the national speed campaigns,usually evaluates these campaigns. The evaluations are commonly qualitativeand based on a limited number of participants. The evaluations sometimesjust evaluate if the target group have been exposed to the campaign, and if sowhat their opinion of the message in the campaign is. In some casesparticipants are asked if the campaign has influenced their behaviour. A few ofthe counties did also evaluate the campaigns locally. The methods used were:looking at accident statistics, interviews or questionnaires.26

But in the cases where they have been evaluated the method usedwas restraint use counts, analysis of accident statistics, or surveys.4.5 FRANCE 5Time periodsThe French campaigns mentioned in this document conducted for 5 of themfor several months (between 1 and 3 months) or for 4 of them for several days(between 10 and 22 days). The oldest one was conducted in 1983 and themost recent one in 2004.Most of them were mass media only campaigns, with only 3 exceptions: 2were made with enforcement (in 1990 and 1993) and an other one with anew legislation (in 1994).
