Campaigns and awareness raising strategies in traffic safety — Deliverable D-1.1distribution with the opposite mathematical sign. This is exemplified for theaccidents count effects in Figure 7.1 (clear squares added).Figure 7.1 Correcting for publication bias in effect of road safety campaigns on accidentnumbers using trim-and-fillCorrection for bias in the publication of effects ofsafety campaigns on road accidents3500,0003000,000original effect2500,000effect generated tocorrect for biasFixed Effect Weights2000,0001500,0001000,000500,0000,000-1,500 -1,000 -0,500 0,000 0,500 1,000 1,500Ln(Effect)A meta-analysis is then re-run on ‘complete’ sets of effects to give a moreaccurate estimate of the overall effect. There are several points that should be borne in mind when considering datacorrected for publication bias:• An assumption is made that a skewed distribution is caused by publicationbias and not by other systematic variation. Other explanations forsystematic variation are, however, possible. Smaller studies could actuallybe more effective. Bias could also be explained by campaigns having astronger impact on accident fatalities than other types of accidents (fatalaccidents relatively infrequent and therefore less weight).• Sometimes correcting for publication bias simply doesn’t make sense. Forinstance, some seatbelt studies with very low initial use rates report over68
