<strong>MIL</strong>-<strong>HDBK</strong>-<strong>502</strong>: ACQUISITIONALOGISTICSto determine if or when there has been an increase in scope, <strong>and</strong> effectivenegotiations on cost <strong>and</strong> schedule will be impaired, if not rendered impossible.Statement of Objectives (SOO)The statement of objectives (currently being used by the Air Force) statesbasic, top-level objectives of an acquisition <strong>and</strong> is provided in an requestfor proposal (RFP) in lieu of a government-written statement of work. Itallows potential offerors to develop cost-effective solutions <strong>and</strong> gives themthe opportunity to propose innovative alternatives to meeting the statedobjectives. A statement of objectives is required for all Air Force weaponsystems acquisition contracts <strong>and</strong> is strongly encouraged for modificationsto existing weapon system acquisition contracts. The program managerapproves SOOs.The statement of objectives should be compatible with the mission needstatement, operational requirement document, program managementdirective, acquisition strategy panel guidance, technical requirementsdocuments or specifications, <strong>and</strong> the preliminary contract work breakdownstructure. The statement of objectives should address product-orientedgoals rather than performance-oriented requirements. It should not belonger than four pages (as a goal).The SOO is typically appended to Part L of the RFP (Instructions,Conditions <strong>and</strong> Notices to Offerors). It does not become part of thecontract.The offerors use the statement of objectives to develop a statement ofwork, final contract work breakdown structure, integrated master plan,integrated master schedule, <strong>and</strong> other documents required by the RFP.Section L should include instructions that require all offerors to address allaspects of the statement of objectives in their proposals.What is the program impact of the use of SOOs? Program offices will nolonger be required to create statements of work. Any specific tasking thecontractor must accomplish in the performance of the contract that is notelsewhere in the RFP should be included in section L.8.4.4 Section D: Packaging <strong>and</strong> MarkingSection D sets forth the packaging <strong>and</strong> marking needs for deliverable items.Inputs are prepared according to DoD packaging <strong>and</strong> marking policies <strong>and</strong>are cross-referenced to Section B CLINs. The transportation, h<strong>and</strong>ling, <strong>and</strong>marking needs of warranted items must be identified. Consider requiringthe contractor to provide a notice of warranty with the item(s) on theoutside of the container, inside the container, <strong>and</strong> on the equipment item.The notice should include:• A statement that a warranty exists.8-9
