First, it givescontractors the background information they will need to underst<strong>and</strong> theoverall scope of the program. Second, it gives specific instructions for thepreparation of their proposals. The logistics manager supplies solicitationinstructions on logistics matters related to these tasks. Information shouldbe sufficiently detailed to let the offerors:• Identify the general characteristics of the logistics scenario.• Establish the types of maintenance support at each site.• Set up the level of availability to be maintained.• Make or develop estimates to set up probable frequencies oroccurrence of events.• Identify basic <strong>and</strong> alternative flows of support resources to <strong>and</strong>from each site.• Set up manning, skill, <strong>and</strong> facility needs for each site.• Identify concepts <strong>and</strong> needs for reliability, maintainability,supportability, <strong>and</strong> testability.• Do availability, supportability, <strong>and</strong> cost studies to trade offalternate support, hardware, <strong>and</strong> software concepts.
