2012-13 Government Mid-year Financial Projections StatementPublic Transport Authority of Western AustraliaExpensesInterestThe Authority has reviewed its interest forecasts in conjunction with theWestern Australian Treasury Corporation, and has reduced forecast interest expenditureby $26 million over three years, commencing in 2013-14. This primarily reflects lowerthan previously forecast interest rates.Various Operating CostsAn additional $39.7 million will be spent over four years, commencing in 2012-13,on costs associated with the operation of the new Aubin Grove train station and sevenadditional three-railcar sets. The additional expenditure is also due to other network-widepressures associated with Transperth bus and SmartRider maintenance contractsassociated with increased patronage.Additional Fare, Advertising and Infringement RevenueThe Authority is projecting higher than expected revenue of $48 million over the forwardestimates period. This includes additional fare revenue from higher than expectedpatronage, and additional infringement and advertising revenue. Higher revenue reducesthe general government operating subsidy paid to the Authority by $12 million in 2012-13and $48 million over forward estimates period.Asset InvestmentAubin Grove Train StationAn additional $80 million will be spent over the forward estimates period on theconstruction of a new passenger train station, associated minor bus interchange, and a2,000 bay car park at Aubin Grove. This includes the purchase of an additional twothree-railcar sets to meet the increased travel demand associated with the station.Procurement of an Additional Five Three-Railcar SetsAn additional $55.8 million will be spent over five years, commencing in 2012-13, todeliver an additional five three-railcar sets in 2016.Commissioner of Main RoadsExpensesLocal Government RoadsAn additional $67 million will be spent over the forward estimates period on works to becarried out on local government roads.110
Appendix 3Road Maintenance ContractsWhilst still maintaining the level of road maintenance, due to rise and fall clauses incertain Main Roads contracts the latest assumptions for the oil price will result in a$57.1 million decrease in spending (over four years) on road maintenance.Road Transfers from State to Local GovernmentIn accordance with the criteria set out in the Main Roads Act 1930, the State will transferthe Eneabba-Coolimba Road, which has a value of $10.2 million, to the Shire ofCarnamah in 2014-15.Western Australian Natural Disaster Relief and RecoveryArrangements (WANDRRA)WANDRRA assists in the recovery of communities whose social, financial and economicwell-being has been severely impacted by a natural disaster. An additional $40.6 millionwill be spent in 2012-13 on restoring roads affected by flooding in the Kimberley,Gascoyne, Pilbara and Mid-West Regions.Asset InvestmentGreenough River BridgeAn additional $18 million will be spent over three years, commencing in 2012-13, toreplace the Greenough River Bridge to support efficient road freight transport by allowinglarge combination heavy vehicles to travel via Brand Highway and reducing the impact oflarge flood events on the community and the transport industry.Mitchell Freeway Extension – Burns Beach Road to Hester AvenueAn additional $315 million will be spent over five years, commencing in 2012-13, toextend the Mitchell Freeway from Burns Beach Road to Hester Avenue by constructing afreeway standard dual carriageway, an interchange at Burns Beach Road and NeerabupRoad, a dual carriageway between Hester Avenue and Wanneroo Road, convertingNeerabup Road west of the freeway to a dual carriageway, and a single carriageway toWanneroo Road.Reid Highway (Duffy Road to Erindale Road) – Dual CarriagewayAn additional $48 million will be spent over the forward estimates period, to construct anadditional lane in each direction on Reid Highway between Duffy Road and ErindaleRoad, a new bridge over the Mitchell Freeway, modifications to the ramp intersectionsand the upgrade of the Duffy Road/Reid Highway intersection.111
