<strong>2012</strong>-<strong>13</strong> <strong>Government</strong> <strong>Mid</strong>-<strong>year</strong> <strong>Financial</strong> <strong>Projections</strong> <strong>Statement</strong>Transfers, Excesses and New ItemsTable 4.3 details excesses and/or new items that are projected to occur during <strong>2012</strong>-<strong>13</strong>and the expected impact of these on the Treasurer’s Advance under the authority ofsection 27 of the FMA.The projections shown in Table 4.2 are subject to movements in agencies’ appropriationsthrough the remainder of <strong>2012</strong>-<strong>13</strong>. Funding in excess of budget for appropriation itemsshown in the table will only occur if management responses do not achieve compensatingshortfalls in other spending supported by these items prior to 30 June 20<strong>13</strong>.Section 25 of the FMA allows appropriations originally allocated in the <strong>2012</strong>-<strong>13</strong> Budgetto be transferred to other agencies for the provision of an appropriation-funded servicethat is now to be delivered by the other agency. These transfers have no impact on theTreasurer’s Advance.Appropriation transfers approved since the presentation of the <strong>2012</strong>-<strong>13</strong> Budget include:$3.2 million (including both recurrent and capital appropriations) that were centrallyprovisioned to be administered by the Department of Treasury will be transferred tothe Department of Transport to assist the recipient agency to transition from thedecommissioned shared corporate services environment and re-establish its corporateservices function;$1.4 million was transferred in <strong>2012</strong>-<strong>13</strong> from WA Health to the Mental HealthCommission (MHC) to reflect the transfer of administrative responsibility for theCouncil of Official Visitors to the MHC.$0.6 million from the MHC to WA Health for the Drug and Alcohol Officecomponent of the general government efficiency dividend to reflect the transfer ofthe Office to the MHC from 1 January <strong>2012</strong>;$0.5 million for the transfer of Information Technology policy functions from thePublic Sector Commission to the Department of Finance;$0.3 million reflects the transfer of Human Resource and OrganisationalDevelopment functions from the Department of Finance to the Department ofTreasury; and$0.1 million from appropriations administered by the Department of Treasury to theElectoral Commission to assist the recipient agency to transition from thedecommissioned shared corporate services environment and re-establish its corporateservices function.<strong>13</strong>0
