Functions of Bar Council of India.— (1) The functions ofthe Bar Council of India shall be—………..………..(h) to promote legal education and to lay downstandards of such education in consultation with theUniversities in India imparting such education and theState Bar Councils;(i) to recognise Universities whose degree in lawshall be a qualification for enrolments as an advocateand for that purpose to visit and inspect Universitiesor cause the State Bar Councils to visit and inspectUniversities in accordance with such directions as itmay give in this behalf;………..………..”Section 10 of the Advocates Act contemplates the constitution of a legaleducation committee as a standing committee by BCI:“10. Persons who may be admitted as advocates on a Stateroll.—(1) Subject to the provisions of this Act, and the rulesmade thereunder, a person shall be qualified to be admittedas an advocate on a State roll, if he fulfils the followingconditions, namely :—………………(iii) after the 12th day of March, 1967, save asprovided in sub-clause (iii-a), after undergoing athree-year course of study in law from any Universityin India which is recognised for the purposes of thisAct by the Bar Council of India; or(iii -a) after undergoing a course of study in law, theduration of which is not less than two academic yearscommencing from the academic year 1967-68, or anyearlier academic year from any University in Indiawhich is recognised for the purposes of this Act by theBar Council of India; or(iv) in any other case, from any University outsidethe territory of India, if the degree is recognised for thepurposes of this Act by the Bar Council of India; or……….REPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
