The Vision for Reform 12The structure of professional legal education in India has been in a stateof constant flux for the past two decades; in 1987, BCI succeeded inintroducing the concept of an integrated double degree course for thestudy of law through the establishment of the National Law School ofIndia University at Bangalore, to complement the traditional three degreecourse.A number of States followed the Karnataka example byestablishing National Law Schools / Universities of their own. As of date,a total of 13 National Law Schools / Universities have been establishedthrough State enactments across the length and breadth of the country, 11of which conduct admissions through an all-India common entranceexamination viz. the Common Law Admission Test (CLAT). 3The rapid developments in the field of legal education have been closelyaccompanied by detailed analysis and proposals to further reform thesystem. The mandate of this Committee being to examine the minimumstandards required for the purpose of affiliation with BCI, this Reportanalyzes two of the most significant recent reports in the field of legaleducation reform: the Law Commission of India’s 184 th Report on LegalEducation and the National Knowledge Commission Report on LegalEducation Reform. Also considered are the suggestions received by thisCommittee from various legal luminaries and academicians.
