Conclusions and Recommendations 50requirements <strong>of</strong> the time, and in fact, are suited to ensure the highestquality <strong>of</strong> legal education. However, there still remain a few areas whichrequire firm and immediate implementation, and thus the Committeerecommends the adoption <strong>of</strong> the following measures:I. Constitution <strong>of</strong> National Legal Knowledge <strong>Council</strong>: Forthe purpose <strong>of</strong> formulating the policy vis-à-vis legaleducation <strong>India</strong> at a national level and by due consideration<strong>of</strong> experts from various fields, it is recommended that aNational Legal Knowledge <strong>Council</strong> be established under theorders <strong>of</strong> this Hon’ble Court comprising legal luminaries aswell as experts from various socially relevant fields.<strong>The</strong>functions <strong>of</strong> the National Legal Knowledge <strong>Council</strong> wouldinclude continuing reform <strong>of</strong> legal education in the country,including <strong>of</strong> matters pertaining to inspection andrecognition <strong>of</strong> law colleges as well as appointment <strong>of</strong> suitablefaculty to various institutions imparting legal educationacross the country.<strong>The</strong> <strong>Council</strong> would have the power to constitute expertgroups / sub-committees for the purpose <strong>of</strong> assisting the <strong>Bar</strong><strong>Council</strong> <strong>of</strong> <strong>India</strong> in matters regarding inspection andrecognition <strong>of</strong> colleges, as well as for the purpose <strong>of</strong>identifying and selecting competent and qualified faculty.REPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
