<strong>The</strong> 2008 BCI Rules 30Centres for Legal Education shall not impart education without approval<strong>of</strong> BCI. Under sub-rule (2), BCI also has the power to revoke affiliationonce granted. Further, under sub-rule (3), BCI also has the power tosuspend an institution for two academic years.<strong>The</strong> conditions precedent for a University to affiliate a Centre <strong>of</strong> LegalEducation are provided for under Rule 16(1), and read as follows:“(i) the applicant organization proposing to run theinstitution is either already a non-pr<strong>of</strong>it organization <strong>of</strong> trustor registered society or a nonpr<strong>of</strong>it company or any othersuch legal entity or has taken all legal formalities to be assuch,(ii) the institution has in its name either in freehold orleasehold, adequate land and buildings, to provide for Centre<strong>of</strong> Legal Education building, library, halls <strong>of</strong> residencesseparately for male and female and sports complex bothindoor and outdoor, so that it can effectively runpr<strong>of</strong>essional law courses provided that in case <strong>of</strong> leaseholdthe lease is not less than ten years,Provided that sufficient and adequate floor space areaspecially and completely devoted for a Centre <strong>of</strong> LegalEducation, based on the size <strong>of</strong> its student population,faculty requirement, adequate space required forinfrastructure facilities can be considered sufficientaccommodation for the purpose in a multi-faculty buildingon land possessed by the Management <strong>of</strong> a Society/ Trustrunning multi-faculty institutions.(iii) recruited or taken steps to recruit adequate number <strong>of</strong>full time and visiting faculty members to teach each subjects<strong>of</strong> studies, each faculty having at least a Master Degree in therespective subject as required under the UGC Rules,REPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
