The Vision for Reform 17being granted permission to offer degrees in law, although suchinstitutions were ill-equipped to offer or impart instruction. It isfor this purpose that LCI strenuously recommends the priorpermission system, as well as the provision for withdrawal of thepermission by BCI in case at a subsequent stage the Bar Councilfinds that the necessary standards are not being maintained. LCIalso recommends imparting of instruction by a law college withoutthe prior permission of BCI to be made a punishable offence underthe provisions of the Advocates Act.vii.LCI in its Report also records its dissatisfaction with theinspections carried out by BCI for the purpose of grantingpermission or recognition to law colleges. It is noted that in manycases, the inspection undertaken was merely perfunctory.Alsocontemplated in the Report is the possible conflict of opinionbetween BCI and UGC in case of simultaneous inspectionsundertaken by both the statutory bodies.LCI, therefore,recommends that the BCI Rules governing inspections be suitablyamended to provide that at least one academician from a Statedifferent from the one where the law college in question is locatedalso forms part of the inspection team. The Vision for Reform 18by a Task Force constituted for that purpose, of which a judicialofficer must necessarily be a member.Another important aspect considered by LCI in its 184 th Report is thatconcerning the introduction of an examination for the purposes ofadmitting law graduates to the Bar.Indeed, the requirement of a barexamination for the purpose of ensuring quality in the legal professionhas been a matter of inveterate debate in the legal community, and hasbeen analyzed separately in the present Report.b) Report of the National Knowledge CommissionIn the year 2007, the National Knowledge Commission (hereinafterreferred to as ‘NKC’), chaired by the noted entrepreneur andpolicymaker, Dr. Sam Pitroda, submitted its Report to the Prime Ministerof India on reform of legal education. The Report crucially notes that the“…vision of legal education is to provide justice-oriented educationessential to the realization of values enshrined in the Constitution ofIndia…” In discharge of its functions in the field of legal education, NKCconstituted a Working Group on legal education in the country. 4 The4The following eminent legal luminaries and academicians constituted the WorkingGroup: Justice M.
