<strong>The</strong> Vision for Reform 18by a Task Force constituted for that purpose, <strong>of</strong> which a judicial<strong>of</strong>ficer must necessarily be a member.Another important aspect considered by LCI in its 184 th Report is thatconcerning the introduction <strong>of</strong> an examination for the purposes <strong>of</strong>admitting law graduates to the <strong>Bar</strong>.Indeed, the requirement <strong>of</strong> a barexamination for the purpose <strong>of</strong> ensuring quality in the legal pr<strong>of</strong>essionhas been a matter <strong>of</strong> inveterate debate in the legal community, and hasbeen analyzed separately in the present Report.b) Report <strong>of</strong> the National Knowledge CommissionIn the year 2007, the National Knowledge Commission (hereinafterreferred to as ‘NKC’), chaired by the noted entrepreneur andpolicymaker, Dr. Sam Pitroda, submitted its Report to the Prime Minister<strong>of</strong> <strong>India</strong> on reform <strong>of</strong> legal education. <strong>The</strong> Report crucially notes that the“…vision <strong>of</strong> legal education is to provide justice-oriented educationessential to the realization <strong>of</strong> values enshrined in the Constitution <strong>of</strong><strong>India</strong>…” In discharge <strong>of</strong> its functions in the field <strong>of</strong> legal education, NKCconstituted a Working Group on legal education in the country. 4 <strong>The</strong>4<strong>The</strong> following eminent legal luminaries and academicians constituted the WorkingGroup: Justice M. Jaganaddha Rao (Chairperson), former Judge, Supreme Court <strong>of</strong><strong>India</strong> & former Chairperson, Law Commission <strong>of</strong> <strong>India</strong>; Shri P.P. Rao, SeniorAdvocate; Pr<strong>of</strong>. (Dr.) N.R. Madhava Menon, former Director, National Law School <strong>of</strong><strong>India</strong> University, Bangalore; Justice Leila Seth, former Chief Justice, High Court <strong>of</strong>Himachal Pradesh; Pr<strong>of</strong>.
