<strong>The</strong> Vision for Reform 15academia over their perceived under-representation in the BCILegal Education Committee, LCI rightly notes that the roles <strong>of</strong> the<strong>Bar</strong>, Bench and the academia vis-à-vis the regulation <strong>of</strong> legaleducation should be balanced. <strong>The</strong> Report rejects the propositionthat the <strong>Bar</strong> <strong>Council</strong>’s role should be limited to regulating entryinto the legal pr<strong>of</strong>ession and maintenance <strong>of</strong> pr<strong>of</strong>essionalstandards.LCI recommends that the BCI Legal Education Committee shouldconsist <strong>of</strong> 5 members elected from amongst the BCI members, oneretired Judge <strong>of</strong> the Supreme Court, one retired Chief Justice /Judge <strong>of</strong> a High Court and 3 active law teachers holding the rank <strong>of</strong>Vice-Chancellor / Director / Principal / Pr<strong>of</strong>essor in a law college.<strong>The</strong> inclusion <strong>of</strong> the Attorney General for <strong>India</strong> as an ex-<strong>of</strong>ficiomember is also recommended.iii. To represent the academia, the Report recommends theconstitution <strong>of</strong> a UGC Committee on Legal Education, comprisinga total <strong>of</strong> 10 members, with 6 members being law teachers in <strong>of</strong>ficeand 2 members being Vice-Chancellors / Directors <strong>of</strong> statutory lawUniversities.<strong>The</strong> Report envisages 3 faculty members to becommon to both the BCI Legal Education Committee and theREPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
