<strong>The</strong> Vision for Reform 13basis that the present Report examines the two most crucial aspectsconcerning contemporary legal education in <strong>India</strong>:(a) <strong>The</strong> role <strong>of</strong> BCI as the primary body for regulating standards<strong>of</strong> pr<strong>of</strong>essional legal education, and(b) <strong>The</strong> adequacy <strong>of</strong> the norms laid down by BCI in exercise <strong>of</strong> itsstatutory powers.a) 184 th Report <strong>of</strong> the Law Commission <strong>of</strong> <strong>India</strong>In the year 2002, the Law Commission <strong>of</strong> <strong>India</strong> (hereinafter referred to as‘LCI’) undertook a comprehensive suo motu review <strong>of</strong> the structure andregulation <strong>of</strong> the pr<strong>of</strong>essional legal education system in <strong>India</strong>. <strong>The</strong> Reportprepared by LCI, titled as the “184 th Report on the Legal Education &Pr<strong>of</strong>essional Training and Proposals for Amendments to the Advocates Act,1961 and the University Grants Commission Act, 1956” analyses in detailthe conjoint responsibility <strong>of</strong> BCI and UGC towards the regulation <strong>of</strong>pr<strong>of</strong>essional legal education.i.
