The Vision for Reform 23(i)Role of BCI in regulating professional legal education: Concernswere expressed about BCI’s ability and expertise in dealing withdevelopments at the very periphery of legal norms.Toelucidate, it is felt that contemporary legal education has theprimary challenge of being in sync with technological, biologicaland scientific developments.For this purpose, a number ofrecommendations were made to either constitute a new bodyreplacing BCI as the apex body regulating legal education inIndia, or institutionalizing the association of technical expertswith BCI to ensure more intricate understanding ofcontemporary issues while exercising powers of regulation.(ii)Lack of funding for educational projects: Another paramountconcern expressed by the legal luminaries is that of lack offunding in an area as important as legal education.Theresponses have noted that lack of an active culture of financialsupport for development of legal education in the country hashad tremendous adverse impact on the infrastructural andformer Vice Chancellor, National Law University, Jodhpur; Prof. S. In particular,lack of funds has led to underpaid faculties in numerous lawcolleges across the country and has also acted as a deterrent formany aspiring law teachers from actively pursuing the academiclife.(iii)Reform of inspection and recognition procedures: It has alsobeen recommended that the area of inspection and recognitionof law colleges by BCI needs immediate attention for thepurpose of revolutionalizing legal education in India.Anumber of responses suggest in-built checks and balanceswithin the inspection and recognition system to ensure thatinstitutions imparting legal education are not able to operatewithout prior permission from BCI – for which they should beable to satisfy certain minimum eligibility criteria.(iv)Introduction of accreditation/rating system: Also recommendedis the introduction of an accreditation/rating system for legalinstitutions.
