The 2008 BCI Rules 31(iv) there is the separate Centres of Legal Education for thestudy of law under a separate Principal who should bequalified in Law to be a Professor of Law as stipulated underUGC and Bar Council of India rules,(v) there is adequate space for reading in the library andthere are required number of books and journals andadequate number of computers and computer terminalsunder a qualified librarian,(vi) if the prior permission of the State Government isnecessary, a no objection certificate is obtained to apply foraffiliation,(vii) a minimum Capital Fund as may be required underSchedule III from time to time by the Bar Council of India,and put into a Bank Account in the name of the proposedCentre of Legal Education sponsored by any private sponsoror sponsors, and(viii) all other conditions of affiliation under the Universityrules as well as the Bar Council of India Rules are compliedwith.”Under Rule 17, when a University proposes to run a professional degreecourse in law of either or both streams in its Faculty or Department or inany of its constituent College, it is required that it shall ensure theminimum standards of requirement as prescribed and then shall in eachproposal seek inspection by the inspection team of BCI by submission ofapplication.As per the provisions of Rule 18, a University seeking recognition of itsdegree in law for the purpose of enrolment in the Bar shall ensure, inREPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
The 2008 BCI Rules 32particular, that all University Departmental Centres, Faculty, Constituentand affiliated Centres of Legal Education proposing to offer law coursesunder either or both the streams, possess:i. Required infrastructural facilities outlined under the BCIRules;ii.Required number of teaching faculties as prescribed by BCIand UGC;iii.Facilities for imparting practical legal education specified inthe curriculum under the Rules and Legal Aid Clinic, CourtTraining and Moot Court exercises;iv.Adequate library, computer and technical facilities includingon-line library facility, andv. In case of a Centre of Legal Education sponsored by privateinitiative of a person there is a Capital Fund as required inthe Schedule III by BCI from time to time, deposited in theBank Account in the name of the Centre of Legal Educationconcerned.The types of inspection contemplated under the 2008 Rules are providedfor under Rule 19, and read as follows:“(i) Initial inspection: Initial inspection shall meaninspection of the University and inspection of the BarCouncil of India for permitting a new Centre of LegalEducation;REPORT OF 3-MEMBER COMMITTEE ON REFORM OF LEGAL EDUCATION
