Conclusions and Recommendations 51II.Establishment <strong>of</strong> Legal Aid Clinics/Centres: Apropos theprinciple enshrined under Article 39-A <strong>of</strong> the Constitution<strong>of</strong> <strong>India</strong>, the <strong>Bar</strong> <strong>Council</strong> <strong>of</strong> <strong>India</strong>, vide Resolution datedOctober 24 2009, resolved that all law schools/collegesshould establish a legal aid clinic/centre for the purpose <strong>of</strong>providing inexpensive and efficient justice to the needysections <strong>of</strong> our society. It was also resolved that a lecturershall be the faculty incharge <strong>of</strong> a legal aid clinic/centre, andthat final year students would be trained at such legal aidclinics/centres in imparting pr<strong>of</strong>essional legal advice andclient interaction. This Committee unreservedly endorsesthe Resolution passed by the <strong>Bar</strong> <strong>Council</strong> <strong>of</strong> <strong>India</strong> andrecommends that establishment <strong>of</strong> such legal aidclinics/centres be made a pre-condition to the recognition <strong>of</strong>law colleges by the <strong>Bar</strong> <strong>Council</strong>.III.Faculty remuneration should, at least, be in accordancewith the recommendations <strong>of</strong> the 6 th Central PayCommission: <strong>The</strong> terms and conditions <strong>of</strong> service <strong>of</strong> thefaculty members employed at institutions imparting legalinstruction must be standardized on a priority basis.
