After clearly stating that the advisory committee does not haveoverall decision-making authority, it delegates such authority in a number of key areas.Title:Policy:St<strong>and</strong>ard:Purpose:Scope:ADVISORY COMMITTEEAn Advisory Committee, representing all stakeholders to this project will adviseall project activities.The responsibilities of the Advisory Committee will be apportioned according tothe information provided below.To define the roles <strong>and</strong> responsibilities of the project Advisory Committee.All project stakeholdersResponsibilities:The Advisory Committee advises <strong>and</strong> supports [NAME OF <strong>HMIS</strong> PROJECT]’s operations in thefollowing programmatic areas: fundraising <strong>and</strong> resource development; consumer involvement;<strong>and</strong> quality assurance/accountability. The committee meets quarterly.Membership of the Advisory Committee will be established according to the followingguidelines:• Target for membership will be 25 persons;• There will be a concerted effort to find replacement representatives when participation hasbeen inactive or inconsistent from the organizations involved in the project;• There will be a pro-active effort to fill gaps in the membership of the Committee in terms ofconstituency representation: consumer representatives, shelters for both families <strong>and</strong>individuals, advocacy organizations, <strong>and</strong> government agencies that fund homelessassistance services, <strong>and</strong> statewide geographic distribution.The Committee is fundamentally an advisory committee to the project. However, the <strong>Project</strong>staff delegates final decision making authority to the Committee on the selected key issues thatfollow. These issues include:• Determining the guiding principles that should underlie the implementation activities of theproject <strong>and</strong> participating organizations <strong>and</strong> service programs;• Selecting the minimal data elements to be collected by all programs participating in theproject;• Defining criteria, st<strong>and</strong>ards, <strong>and</strong> parameters for the release of aggregate data; <strong>and</strong>• Ensuring adequate privacy protection provisions in project implementation.<strong>HMIS</strong> Advisory Committee M<strong>and</strong>ate 103
