Contract Agreement for <strong>HMIS</strong> <strong>Project</strong> DirectorSource: Spartanburg County, South CarolinaDescription: This is a contract to serve as an <strong>HMIS</strong> <strong>Project</strong> Director representing the consultantmodel of managing <strong>HMIS</strong>. This is a non-technical position, as the county has an IT department tomeet that need. This job description represents the need of a relatively small CoC made up of 16counties.The purpose of this Agreement is to enable Contractor to provide long-term services to______________________ for implementation <strong>and</strong> administration of the <strong>HMIS</strong>, a web-baseddatabase application to capture client information for participating social service agencies.The major responsibilities of the Contractor under this Agreement are as follows:Task Area 1: Assist Agency in the planning, coordination <strong>and</strong> management of the <strong>HMIS</strong> in thefollowing areas:• Planning, scheduling <strong>and</strong> meeting project objectives as outlined by the Agency ExecutiveDirector, including issues related to funding, budgeting, grant writing <strong>and</strong> project reporting;• Determining guiding principles for implementation <strong>and</strong> administration of the <strong>HMIS</strong>;• Identifying <strong>and</strong> orienting Partner Agencies as participants in the <strong>HMIS</strong>• Selecting minimum data requirements, defining criteria, st<strong>and</strong>ards <strong>and</strong> parameters for therelease of aggregate data;• Ensuring adequate privacy protection provisions in project implementation <strong>and</strong>administration;• Planning <strong>and</strong> oversight of relevant technical infrastructure <strong>and</strong> services to implement <strong>and</strong>administer the <strong>HMIS</strong>;Task Area 2: Assume primary responsibilities for daily operations of the <strong>HMIS</strong>, including:• Managing contractual agreements between _____________<strong>and</strong> Partner Agenciesparticipating in the <strong>HMIS</strong>;• Providing technical assistance to _____________ <strong>and</strong> Partner Agencies in the use of the<strong>HMIS</strong>, including on-site training <strong>and</strong> support;• Developing training procedures <strong>and</strong> materials to support use of the <strong>HMIS</strong>;• Monitoring technical aspects of system functioning, speed, <strong>and</strong> database back-upprocedures of the <strong>HMIS</strong>;• Auditing access to <strong>and</strong> use of the <strong>HMIS</strong> to ensure full participation <strong>and</strong> compliance byPartner Agencies authorized to use the system;• Providing technical assistance to ensure that all Partner Agencies using the <strong>HMIS</strong> adhere tothe governing principles related to its use;• Developing st<strong>and</strong>ard reports <strong>and</strong> queries on <strong>HMIS</strong> usage <strong>and</strong> data for interested parties;• Developing strategies to ensure that Resource information contained in the <strong>HMIS</strong> isexp<strong>and</strong>ed <strong>and</strong> updated regularly;• Monitoring issues related to contractual performance of the <strong>HMIS</strong> software vendorpertaining to software development, system upgrades, hosting <strong>and</strong> data protection services.Contract Agreement for <strong>HMIS</strong> <strong>Project</strong> Director 66
