When it was first proposed, therewas all this talk about <strong>SST</strong> being a state-<strong>of</strong>-art plant, with practically no smell. <strong>The</strong>engineers who were contracted to build the plant said there is no such thing as state-<strong>of</strong>-artfish factory. Smell will always be there so it’s not a surprise for the smell pollution to be inWewak. <strong>The</strong> factory located in town is a problem. <strong>The</strong> smell <strong>of</strong> the fish is containedespecially in the production area but what stinks is the combination pf solids and sewagepumped out to extract the liquid which is said to be, and even proven to be, environmentallyfriendly. Which are disposed by boat some kilometers out in the open sea. It not poisonousand will not kill any marine life.We have complaints from the local fisherman but our information from the specialists saysit safe to dump in the sea so we relay to our scientific intelligence than to hear otherunsubstantiated complain. That is the position <strong>of</strong> the company we maintain unlessscientifically proven otherwise<strong>The</strong> fish are caught all over the ocean. Tuna is a highly migratory fish so dose notnecessarily mean they are caught only from PNG waters. Where to fish and what to catchhas nothing to do with the company but with the fishing authority such as National FisheryAuthority as well as giving them permit or licenses to fish in the PNG EEZ (300 mileseconomic exclusive zone). It’s the NFA’s responsibility to protect the 20 km customaryfishing grounds were no commercial fishing is allowed. But it is allowed for nationals onlyto fish in that zone and sadly the Asians have registered as nationals and are taking overPNG customary fishing rights.<strong>The</strong> company (<strong>SST</strong>) hires 14 vessels, mostly Thailand and Pilippino owned. <strong>The</strong>y arecontracted to the <strong>SST</strong> to provide their supply <strong>of</strong> tuna to be prepared and exported. <strong>SST</strong>export mainly to USA (Sun Kiss Tuna) as one <strong>of</strong> their main clients and to Thailand.<strong>SST</strong> is owned by Taiwan. <strong>The</strong> president <strong>of</strong> the company is an American based in USA andGeneral Manager from New Zealand.In terms <strong>of</strong> share PNG government has 1 percent share. That could be the provincialgovernment. <strong>The</strong>re is lots <strong>of</strong> infighting between the Somare’s faction and others. <strong>The</strong>refore,the Provincial Government is not organized. Michael Somare wanted a trust account to beopened for its share in the <strong>SST</strong> but apparently he wanted the account to be opened under hisname and other people not agreeing to it.<strong>The</strong>re is no local share such as reserved for the landowners like they do in mining areas.Like I said there is nothing for the locals and PNG in it but most <strong>of</strong> it for the benefit <strong>of</strong> the<strong>SST</strong>.<strong>SST</strong> is a political winner. It was something the ESP politicians forced without properconsideration on its possible impacts but to score political points. <strong>The</strong>y wanted to say to thepeople and other provinces that they have done something for ESP and also message to theirpredecessors that under them some development is surfacing. This is a very poor attitude fornot taking into consideration any <strong>of</strong> this points.138
