All other departments start at 8 AM and finish at 5 PM….Each employee isresponsible for their own clocking in and clocking out. Anyone found to clock in or out onbehalf <strong>of</strong> someone else will be terminated…A mini canteen will be operated in the mess toserve employees who would like to buy something to compliments their meals…<strong>The</strong>following are considered serious disciplinary cases. Unauthorised absenteeism, drinking orbeing drunk during working hours, fighting with another employee during working hours,srtealing from the company or another employee, clocking in using someone else’s timecard, and falsifying company documents…<strong>The</strong> probationary period is three months fromthe date <strong>of</strong> your employment. During your probation period, you will be eligible for thesame benefits as all other employees….All permanent employees <strong>of</strong> the company areeligible for Superannuation contribution. Since it is a legal requirement, you will berequired to contribute 5% <strong>of</strong> your annual gross salary/wage while the company willcontribute another 7% on your behalf. <strong>The</strong> company is using AON Master Trust as our fundmanager. (Emphasis added).Obvious discrepancies between what may have been planned and what is now the case in thefactory include the shift times and the mess canteen. But more importantly, note the prohibitionon handling someone else’s time card, and compare that with the repeated reports recordedbelow <strong>of</strong> supervisors and team leaders clocking out for workers, to the latter’s disadvantage. Asregards the Superannuation contribution, it is unknown whether any ex-employees have beenable to avail this after leaving the company. It is also unclear what benefits permanentemployees enjoy that are also available to probationary workers..l. Spin <strong>of</strong>f <strong>business</strong>es<strong>The</strong>re are no spin-<strong>of</strong>f <strong>business</strong>es for landowners in <strong>SST</strong>. <strong>The</strong>re is a hiring preference for Kreerlandowners within two divisions, Butchering and Receiving, which require 24-hour personneland three shifts. Kreer people, living closeby, are preferred for security reasons during nightshift changes. <strong>The</strong>se are mixed crews, so it is necessary that women workers have men toaccompany them home. This does not appear to be guaranteed, although we heard <strong>of</strong> nodangerous incidents during our research. Kreer Development Corporation, or KDC, has beengiven the contract for hiring within both these divisions, and they pay the wages to theemployees. Both Sumanupand Nianguma assured them that everything would be okay as long as the landowners did theirpart. <strong>The</strong>y were promised big development with many spin<strong>of</strong>fs by Kevin Conrad and Joachim68

Environmental <strong>Impact</strong> reports and public concernsWe did not get our hands on the <strong>SST</strong> Environmental Plan Application, to which a WWFconsultant replies below (item m.3.c.). But we’ve collected here reponses to the factory itself,and to its plans, as a reflection <strong>of</strong> the community concerns regarding its environmental impact.As can be seen, the factory apparently did not consult with the community at all beforeconstruction began, and this prompted the OEC to call a meeting at which they were assured byan environmental consultant to <strong>SST</strong> that all the best precautions would be taken and noshoreline pollution would eventuate. Sludge, smell and noise would also be controlled, theywere assured. “He said while the environmental plan was still in draft stages, the NationalPhysical Planning Board had given approval for site work to commence. No construction workwill be done until the environmental plan has been approved.” <strong>The</strong>y defended themselvesagainst possible court action by explaining that construction had not actually been started.Unfortunately, this evasive defense is all that might be required, because there are noindependent review board in place for assessing the veracity or standards <strong>of</strong> an environmentalimpact plan the company might lodge. <strong>The</strong>re are no safeguards in place to require that plans beeffected, and no qualified body to evaluate whether the poposed procedures are sufficient, oreven realistic. Thus, just like RD Tuna in Madang, an industry processing plant that couldpotentially damage the fishing grounds and bathing water <strong>of</strong> the community, that could requireoverfishing or destructive fishing practices, that could emit unsanitary effluent and fumes, anddecide to pay their laborers minimum wage, is free to begin operations at any time, and virtuallyanywhere.Moreover, a processing plant that does pose an environmental and possible health risk, andwhich receives notice from the community at large <strong>of</strong> its destructive effects, is perfectly free toignore complaints and carry on as always.1.
