It is well past the timewhjen administrators must stop paying lip service and do what they are obliged to do and thatis to allow resources to be developed in a manner that will benefit not just a few, but the societyat large. We must stress here that we are not against the Tuna Factory or any other form ofdevelopment. However, development that benefits only a fewis not development---that isexploitation.
