general, the clarity and stability that the National Tuna Fishery Management Plan hasprovided has produced an improved commercial environment, leading to greaterbenefits. <strong>The</strong> clarity has also (as given as objectives in the plan) improved decisionmakingthrough effective communications, and promoted the concept that theprovisions <strong>of</strong> this Plan are developed, implemented, administered and monitored inan efficient and cost-effective manner.As with all <strong>of</strong>fshore fisheries, the enforcement <strong>of</strong> management measures is bothexpensive yet critical for the success <strong>of</strong> management system. <strong>The</strong> surveillance andenforcement programme <strong>of</strong> the National Fisheries Authority has three maincomponents: (1) the use <strong>of</strong> NFA fishery observers on selected vessels, (2)cooperation with the PNG Defense Force in the physical surveillance/enforcement inthe Fishery Zone, (3) implementation <strong>of</strong> the electronic vessel monitoring system, and(4) cooperation with other countries <strong>of</strong> the region in tuna fishery enforcementmatters (coordinated through the Forum Fisheries Agency). In the late 1990s PNGreceived substantial assistance from New Zealand for the enhancement <strong>of</strong> NFA’sinspection, licensing, and enforcement role.<strong>The</strong> NFA Managing Director may appoint any employee <strong>of</strong> the Authority or anybodyhe considers appropriate to be Fishery Officers for the purpose <strong>of</strong> enforcing theFisheries Management <strong>Act</strong>. Members <strong>of</strong> the Police Force and Defence Force are alsoFishery Officers for the purposes <strong>of</strong> fisheries enforcement.<strong>The</strong> major domestic stakeholders in PNG’s tuna fishery are able to have substantialinput into the decision making process through the make-up the NFA’s governingboard. Of the ten persons making up the board, three are important nongovernmenttuna stakeholders:• the President <strong>of</strong> the Fishing Industry Association• one person nominated by the Fishing Industry Association• one person nominated by fisheries resource ownersInformation for management decisions dealing with tuna is acquired throughvarious means. Tuna fishing vessels are required to record and submit logbookforms containing position, effort, and catch information. This routinely-collecteddata is processed and analyzed by NFA’s Research and Management Branch, whereit is entered into a database and compared to targets in the management plan. <strong>The</strong>data is also forwarded to the Oceanic Fisheries Programme <strong>of</strong> the Secretariat <strong>of</strong> thePacific Community where it is combined with similar information from neighboringcountries to provide a regional perspective to PNG on its tuna resources.10.
