• Minimise any adverse impacts <strong>of</strong> tuna fishing and related activities on themarine environment;• Minimise any adverse impacts on the non-industrial sectors, including theartisanal and traditional sectors;• Improve decision-making in relation to the tuna fishery through effectivecommunications; and• Ensure that the provisions <strong>of</strong> the Plan are developed, implemented,administered and monitored in an efficient and cost-effective manner.With respect to the main management strategies applied, the NFA will:• Establish a national Total Allowable Catch for either each relevant fishery, orby licence category;• Implement limits on fishing effort for tuna species, consistent with nationalTAC levels;• Encourage and facilitate the sustainable development <strong>of</strong> Papua New Guinea’sdomestic industry for tuna;• Develop and apply criteria for licence consideration, which give preference toPNG operators;• Regulate the deployment and utilisation <strong>of</strong> artificial fish attractants, includinganchored fish aggregation devices (FAD or payao), that may cause gearconflict and fishery interaction, or have adverse biological impact on the tunastocks;• Support incentives to invest in the domestic tuna industry;• Where necessary, implement zoning to prevent localized tuna stock depletion,or gear conflict, and assist in enhancing the longer term viability <strong>of</strong> locallybasedindustries;• Collect and validate scientific data on the status <strong>of</strong> tuna stocks to contributeto national and regional assessment <strong>of</strong> stocks through the use <strong>of</strong> regional logbooks, port sampling, scientific observers, and other methods;• Promote active industry involvement in research, including the use <strong>of</strong> industryvessels and knowledge to improve stock assessment processes as well asproviding economic data on their operations for the purpose <strong>of</strong> reviewing thePlan;• Develop and implement a policy to recover the costs <strong>of</strong> management;• Monitor the impact <strong>of</strong> tuna fishing on associated or dependent species and,where necessary, adopt measures to ensure sustainable management;210
