Most volunteer positions areappointed in June <strong>of</strong> each year by the Board <strong>of</strong> Selectmen, including the: Cable Advisory Board, ConservationCommission, Depot Advisory Committee, Historic District/Heritage Commission, Historic Commission,Housing Authority, Recreation Committee, Technical Advisory Committee, and Trustees <strong>of</strong> the Museum.Citizen members <strong>of</strong> the Capital Improvements Committee are appointed by the Planning Board, and alternatesto the Zoning Board <strong>of</strong> Adjustment and Planning Board are appointed by those Boards respectively. If you areinterested in volunteering your time to any <strong>of</strong> these groups, a letter <strong>of</strong> interest should be submitted to the<strong>Town</strong> Administrator @ PO Box 120. Submission <strong>of</strong> your interest is not a guarantee <strong>of</strong> appointment. ANNUAL SENATE BILL 2 SESSIONSDELIBERATIVE SESSIONFebruary 11, 2012The Annual <strong>Town</strong> Deliberative Session was held on February 11, 2012 at <strong>Windham</strong> High School. The <strong>Town</strong>Moderator, Peter Griffin opened the session at 9:00 am.The introductions were made for Administrator David Sullivan, <strong>Town</strong> Clerk Nicole Merrill, Board <strong>of</strong>Selectmen, Bruce Breton, Roger Hohenberger, Kathleen DiFruscia, Phil LoChiatto, and <strong>Town</strong> AttorneyBernard Campbell. The salute to the flag was led by Dana Call, the Finance Director.Moderator Griffin then gave instructions on how the <strong>Town</strong> Deliberative Session works. Moderator Griffinalso made the motion to allow non-residents to stay for the duration and the motion was affirmedunanimously.A moment <strong>of</strong> silence was made by Moderator Griffin to recognize Alice C. Hunt the Deputy Tax Collector;she passed on February 4 th 2012 to a courageous battle with cancer. She will never be forgotten and is greatlymissed by all.Discussion to follow:ARTICLE 5. To see if the <strong>Town</strong> will vote to raise and appropriate the sum <strong>of</strong> $30,000 to be added to theProperty Maintenance Expendable Trust Fund.Selectwoman DiFruscia explained that there was no change in requested appropriation from 2011. In fact itwas the same appropriation back in 2003. Current balance <strong>of</strong> Trust at 12/31/11 is $24,315+/-, much <strong>of</strong> thesefunds having already been committed to current projects. Funding for 2012 has not yet been allocated, butthe following projects will receive priority – (1) Painting the exterior <strong>of</strong> the Community DevelopmentDepartment and (2) energy efficiency / weatherization measures in the town buildings, especially <strong>Town</strong> Hall,Bartley, Community Development, Armstrong, and the Senior Center.Motion made and seconded to place Article 5 on the Ballot AS STATED. Voted in the AFFIRMATIVE.ARTICLE 6. To see if the <strong>Town</strong> will vote to raise and appropriate the sum <strong>of</strong> $20,000, said amount to bewithdrawn from the balance in the previously established Searles Special Revenue Fund for payment <strong>of</strong> bothmarketing related and maintenance related costs associated with the Searles Building. Approval <strong>of</strong> this articlewill have no additional impact on the tax rate.Selectman Breton explained that the intent <strong>of</strong> the Article is to authorize a combined total expenditure <strong>of</strong>$20,000, for paying marketing cost as well as maintenance cost relative to the rentals <strong>of</strong> the Searles building.Motion made and seconded to place Article 6 on the Ballot AS STATED. Voted in the AFFIRMATIVE.ARTICLE 7. To see if the <strong>Town</strong> will vote to raise and appropriate the sum <strong>of</strong> $12,112, said amount to bewithdrawn from the balance in the previously established Searles Special Revenue Fund for the purposes <strong>of</strong>paying the principal and interest on the outstanding loan taken to fund renovations and repairs to the Westwing <strong>of</strong> the building in 2003. Should this article pass, the debt service account in the approved operatingbudget from Article 20 will be reduced by a sum $12,112. Approval <strong>of</strong> this article will have no additionalimpact to the tax rate.Selectman LoChiatto explained the intent <strong>of</strong> this article is to authorize the expenditure <strong>of</strong> $12,112 for payingthe principal and interest costs associated with the bond taken out to renovate the West wing in 2003. Thisrequest is in accordance with the affirmative vote on Article 6 <strong>of</strong> the 2003 <strong>Town</strong> Meeting. As <strong>of</strong> 12/31/11, therevenue fund has approximately $4440 in the account.
