HEALTH OFFICERThe mission <strong>of</strong> the <strong>Windham</strong> Public Health Program is to safeguard the health and well-being <strong>of</strong> the<strong>Windham</strong> residents and community visitors. The Health Officer’s responsibilities include food servicetracking, septic system performance, community drinking water quality, child care facility inspections,disease control, mosquito control, home living conditions and standards, nuisance response, beachbacteria monitoring, enforcement <strong>of</strong> Local and State Health Regulations, and other health related duties.The <strong>Windham</strong> Board <strong>of</strong> Health and its Health Officer ensures the delivery <strong>of</strong> public health services andmaintaining an effective public health program. The local health program is an extension <strong>of</strong> NH Healthand Human Services which oversees and guides local health programs and the Health Officer. TheHealth Officer networks with other communities to ensure continuity <strong>of</strong> purpose.During 2012, myself and Deputy Health Officer Mike McGuire were involved in a variety <strong>of</strong> healthrelatedpublic inspections and enforcement actions. I conducted the <strong>Town</strong>’s community well testingprogram and, when necessary, relayed vital information from NH Department <strong>of</strong> Health and HumanServices to the public. COMMUNITY TELEVISIONIn 2012, <strong>Windham</strong> Community Television continued to increase and improve originally producedprogramming for the <strong>Town</strong> <strong>of</strong> <strong>Windham</strong>. Our local channels provide residents with video coverage <strong>of</strong>government meetings as well as many public access programs.WCTV provides coverage <strong>of</strong> all Board <strong>of</strong> Selectmen, School Board, Zoning Board <strong>of</strong> Adjustment,Planning Board, and Conservation Commission meetings. Coverage is also provided to manysubcommittee meetings. WCTV also provides coverage for the <strong>Town</strong> Deliberative and SchoolDeliberative Sessions. Meetings held in the <strong>Town</strong> Meeting room are broadcast LIVE on WCTV Channel20. Those held in alternative locations such as Nesmith Library, Searles School, <strong>Windham</strong> High School,and the SAU facility are also covered. Meetings are available to view online atwww.wctv.pegcentral.com.WCTV airs all Public Access Programs on Channel 21. Most programsare aired monthly and are approximately 30 minutes long. Many programs are also aired in neighboringcommunities. WCTV also produced public service announcements in partnership with local non-pr<strong>of</strong>itsand <strong>Town</strong> departments. Other programs aired on Channel 21 have been provided to us in partnershipwith local organizations, access stations, or by residents <strong>of</strong> <strong>Windham</strong>. Programs <strong>of</strong> interest to other NewHampshire communities are shared through the New Hampshire Coalition for Community Media(NHCCM) network.As always, WCTV covered numerous <strong>Town</strong> events such as the Memorial Day Parade, <strong>Town</strong> Day,Strawberry Festival, Senior Picnic, Harvest Fest, <strong>Windham</strong> Community Bands Concerts, Easter EggHunt, Golden Brook School Spring Concerts, WMS Graduation, <strong>Windham</strong> High School Graduation,Candidates Nights, Senior Christmas Party, Santa Visits <strong>Windham</strong> and the Annual Tree LightingFestivities.WCTV continues to <strong>of</strong>fer free training to residents interested in television production and looks forwardto new endeavors. After certification, access users are able to produce studio or field productions withpr<strong>of</strong>essional level audio and video equipment. Also, WCTV <strong>of</strong>fers many opportunities for students tocomplete internship and work study programs.The WCTV website www.wctv21.com has been utilized a great deal by providing residents a weeklyschedule <strong>of</strong> programs, direct link to videos on demand, and announcements on special events covered bythe studio.
