ANIMAL CONTROL OFFICERAnimal control activity continued to increase over 2012, particularly in the area of wild animalcomplaints. I would like to remind residents that calls for non-domestic animals should, wheneverpossible, be directed to the NH Fish and Game Department at (603) 271-3361.I am pleased to note that adherence to the licensing requirements continues to improve. Of theapproximately 2,600 dogs in Windham; only a relatively small number of civil forfeitures for failure tolicense were necessary last year. Credit must be given to the Town Clerk’s office and their ongoingefforts in sending out notifications to pet owners and providing the ability to renew your pet’s licenseonline via the Town’s official website at WindhamNewHampshire.com. As I do every year, I would liketo remind our dog owners of the following:• RSA 436:100, requires that all dogs, (and cats and ferrets, as well) three (3) months of age andolder must be vaccinated against the rabies virus.• Per RSA 466:1, all puppies four (4) months of age or older must be licensed with the TownClerk’s Office. Also, all dog licenses must be renewed by April 30th of each year.• RSA 466:30-a “Dog Control Law”, as adopted by the Town, requires that owners ensure theirdogs are within sight or hearing distance at all times.• #WIN 2:06:21:04 “Regulations/Dogs on Town Property”, requires that all dogs be leashed whileon common areas of Town property, and prohibits them from Town athletic fields and the Towncemeteries. Copies of Animal Control regulations can be found on the Town web site byfollowing the “Quick Links” to the Town ordinance page.In closing, I extend my appreciation to the residents and the staff of the Town of Windham for theircontinued support of our efforts. As always, questions, concerns, or complaints should be directed to thenon-emergency number of the Police Department, 434-5577.ANIMAL CONTROL STATISTICS:2012 2011 2010Number of dogs picked up 67 67 55Number of dog bites reported 16 18 26Number of dogs hit by automobiles 0 3 1Number of animals adopted out 4 3 6Fish and Game calls 83 60 76Number of cat issues 37 36 65Total warnings issued 115 101 97Total calls logged 612 565 600Total hours worked 820 746 814Total miles traveled 5,440 4,470 5,260Total Assessed Penalties $3,070 $3,150 $2,660Respectfully submitted,Al Seifert, Animal Control Officer2012 ANNUAL REPORTS 105 TOWN OF WINDHAM, NH
