3 January 2007Ms. Judy ErwinExecutive DirectorIllinois Board <strong>of</strong> Higher Educati<strong>on</strong>431 East Adams StreetSpringfield, Illinois 62701-1418Dear Ms. Erwin:On behalf <strong>of</strong> Chicago State University (“CSU”), thank you for <strong>the</strong> opportunity to share our comments <strong>on</strong><strong>the</strong> Draft <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>Textbook</strong> Costs and <strong>Rental</strong> Facility (“Draft <str<strong>on</strong>g>Report</str<strong>on</strong>g>”) for <strong>the</strong> Illinois Board <strong>of</strong> HigherEducati<strong>on</strong> (“<strong>IBHE</strong>”). For <strong>the</strong> past several years, CSU has partnered with <strong>the</strong> Follett Corporati<strong>on</strong> tomanage our bookstore. Over <strong>the</strong> term <strong>of</strong> this partnership, Follett Corporati<strong>on</strong> has improved <strong>of</strong>ferings andexpanded schedule resulting in increased focus <strong>on</strong> product and service <strong>of</strong>ferings; and more importantlyincreased student, faculty and administrati<strong>on</strong> satisfacti<strong>on</strong>. Follett has run <strong>the</strong> bookstore operati<strong>on</strong> moreefficiently and lowered <strong>the</strong> cost <strong>of</strong> college materials for CSU students.We <strong>of</strong>fer <strong>the</strong> following management c<strong>on</strong>cerns and questi<strong>on</strong>s regarding <strong>the</strong> draft report:• Students pay rental fees, with no guarantee <strong>of</strong> a market for <strong>the</strong>ir used books and course materials.Will students realize a return that significantly lowers <strong>the</strong>ir overall annual cost for textbooks?• Will <strong>the</strong> program create supplies <strong>of</strong> obsolete books and course materials?• Will any legislative soluti<strong>on</strong> take into account <strong>the</strong> educati<strong>on</strong>al and financial needs unique to eachinstituti<strong>on</strong>?• Ala carte <strong>of</strong>ferings, i.e. bundled vs. unbundled book and course <strong>of</strong>ferings.
