Faculty in programs which are subject to specialized accreditati<strong>on</strong> may frequently choose <strong>the</strong> latest editi<strong>on</strong> <strong>of</strong>textbooks because <strong>of</strong> <strong>the</strong> need to adhere to accreditati<strong>on</strong> criteria requiring "state-<strong>of</strong>-<strong>the</strong> art" or "current" curriculaand textbooks.2. No evidence is presented in <strong>the</strong> report <strong>of</strong> <strong>the</strong> effect <strong>of</strong> legislati<strong>on</strong> regarding textbook rental programs or o<strong>the</strong>rtextbook cost-saving alternatives. Has <strong>the</strong>re been an increase or decrease in costs when legislati<strong>on</strong> has beenenacted?3. Likewise, <strong>the</strong>re is no evidence presented in <strong>the</strong> report <strong>of</strong> <strong>the</strong> educati<strong>on</strong>al outcomes <strong>of</strong> ei<strong>the</strong>r textbook rentalprograms or <strong>the</strong> current systems <strong>of</strong> textbook purchase. Logic might lead <strong>on</strong>e to assume that using <strong>the</strong> latest editi<strong>on</strong><strong>of</strong> textbooks leads to better educati<strong>on</strong>al outcomes. While cost may be an important factor, <strong>the</strong> impact <strong>on</strong> learning <strong>of</strong>purchase or rental programs should also be an important part <strong>of</strong> <strong>the</strong> decisi<strong>on</strong>.4. Leng<strong>the</strong>ning <strong>the</strong> time period in which faculty may adopt new editi<strong>on</strong>s <strong>of</strong> textbooks may have an effect <strong>on</strong> <strong>the</strong>opportunities faculty have to publish textbooks. Limiting opportunities for faculty to publish can have unintendedeffects <strong>on</strong> faculty scholarship, promoti<strong>on</strong>, and tenure.I would be happy to discuss <strong>the</strong>se points in more detail or if my points are not clear. The proposal <strong>of</strong> a textbook rentalprogram should give all students <strong>the</strong> opportunity to access <strong>the</strong> texts necessary for success in <strong>the</strong>ir coursework.While you are investigating <strong>the</strong> feasibility <strong>of</strong> textbook rental, I hope you will c<strong>on</strong>sider a provisi<strong>on</strong> for students toapply <strong>the</strong> rental fee to purchase should <strong>the</strong> student so choose. In upper divisi<strong>on</strong> and graduate courses <strong>the</strong> texts arechosen for <strong>the</strong>ir relevancy to <strong>the</strong> course <strong>of</strong> study and as foundati<strong>on</strong>al pieces to <strong>the</strong> building <strong>of</strong> a pers<strong>on</strong>alpr<strong>of</strong>essi<strong>on</strong>al library for future course work and pr<strong>of</strong>essi<strong>on</strong>al practice. There is c<strong>on</strong>tinual pressure for teachers,health and human service practiti<strong>on</strong>ers, lawyers, etc. to provide evidence to support <strong>the</strong>ir practice decisi<strong>on</strong>s. Preservicepr<strong>of</strong>essi<strong>on</strong>als must learn from <strong>the</strong>ir pr<strong>of</strong>essors <strong>the</strong> importance <strong>of</strong> this library <strong>of</strong> texts and <strong>the</strong> references in<strong>the</strong>se texts to support <strong>the</strong>ir practice.Ca<strong>the</strong>rine P.
