CURRENT ILLINOIS TEXTBOOK RENTAL PROGRAMSFive public higher educati<strong>on</strong> instituti<strong>on</strong>s in Illinois <strong>of</strong>fer textbook rental programs. Theseinstituti<strong>on</strong>s are: Eastern Illinois University, Fr<strong>on</strong>tier Community College, Lake Land College,Rend Lake College, and Sou<strong>the</strong>rn Illinois University–Edwardsville.With <strong>the</strong> excepti<strong>on</strong>s <strong>of</strong> Fr<strong>on</strong>tier Community College and Rend Lake College, currenttextbook rental programs at Illinois public instituti<strong>on</strong>s have been in existence since <strong>the</strong> incepti<strong>on</strong><strong>of</strong> <strong>the</strong> instituti<strong>on</strong>s. Fr<strong>on</strong>tier Community College began its program in 1981, and Rend LakeCollege began its program in <strong>the</strong> fall <strong>of</strong> 1998. Fall 2005 full-time equivalent (FTE) enrollment at<strong>the</strong>se five instituti<strong>on</strong>s ranged from 591 (Fr<strong>on</strong>tier Community College) to 10,753 (Eastern IllinoisUniversity). Eastern Illinois University, Fr<strong>on</strong>tier Community College, Lake Land College, andSou<strong>the</strong>rn Illinois University–Edwardsville charge a mandatory rental fee to students based <strong>on</strong>credit hours. <strong>Rental</strong> fees for academic year 2005 ranged from $6.45 per credit hour (Lake LandCollege) to $10 per credit hour (Fr<strong>on</strong>tier Community College). A $28 fee per book plus a $20deposit per book is charged to students at Rend Lake College. Although rental terms vary am<strong>on</strong>g<strong>the</strong> four instituti<strong>on</strong>s, penalties for acti<strong>on</strong>s such as highlighting and late returns are comm<strong>on</strong> to allprograms.<strong>Textbook</strong> rental programs are housed in <strong>the</strong> bookstore at Lake Land College and RendLake College, whereas separate facilities are used at Eastern Illinois University and Sou<strong>the</strong>rnIllinois University–Edwardsville. Students are allowed to purchase textbooks under all programs;however, <strong>the</strong>re are varying guidelines am<strong>on</strong>g <strong>the</strong> programs. At SIU-Edwardsville, nursingstudents are required to purchase <strong>the</strong>ir nursing textbooks. Eastern Illinois University has a twoyearadopti<strong>on</strong> cycle unless <strong>the</strong> department chairpers<strong>on</strong> and <strong>the</strong> director <strong>of</strong> textbook rental servicesapprove a different cycle for a particular course. The remaining programs have a three-yearadopti<strong>on</strong> cycle unless by an excepti<strong>on</strong>. In additi<strong>on</strong> to a minimum adopti<strong>on</strong> cycle, Lake LandCollege has a five-year maximum adopti<strong>on</strong> cycle unless by excepti<strong>on</strong>.The chart <strong>on</strong> <strong>the</strong> following page dem<strong>on</strong>strates <strong>the</strong> similarities and differences am<strong>on</strong>g fiveIllinois textbook rental programs.-27-
