Current Status <strong>of</strong> Voluntary Faculty EffortsThe <strong>IBHE</strong>’s Faculty Advisory Council reports that Illinois faculty members are currentlyemploying many cost-saving alternatives <strong>on</strong> <strong>the</strong>ir own. Am<strong>on</strong>g <strong>the</strong>m are:• informing students about <strong>the</strong> availability <strong>of</strong> used textbooks;• providing syllabi to students in sufficient time to allow comparis<strong>on</strong> shopping;• rejecting textbooks that inflate costs by bundling workbooks, [CD-ROMS], DVDs ando<strong>the</strong>r add <strong>on</strong>s;• selecting <strong>the</strong> least expensive editi<strong>on</strong>s;• utilizing custom publishing;• utilizing library and electr<strong>on</strong>ic reserves; and• utilizing electr<strong>on</strong>ic texts.It is important to note that <strong>the</strong>se practices have not been mandated by communitycolleges or public universities. Community colleges and public universities may want to c<strong>on</strong>siderbroad adopti<strong>on</strong> <strong>of</strong> <strong>the</strong> best practices from <strong>the</strong> list above.Third-Party Bookstore Recommendati<strong>on</strong>s for Addressing High <strong>Textbook</strong> CostsThe third-party bookstores, which cited bundling, new editi<strong>on</strong>s, and slow facultyadopti<strong>on</strong> rates as <strong>the</strong> primary culprits behind rising textbook prices, provided recommendati<strong>on</strong>s toreduce cost as well as. Resp<strong>on</strong>dents’ recommendati<strong>on</strong>s to reduce costs to students include:• discouraging publishers from bundling materials when materials are not required;• enacting a 3-to-5-year mandatory shelf life for all books that do not have crucial yearlyinformati<strong>on</strong> updates;• requiring faculty members to collaborate with book suppliers to ensure <strong>the</strong> availability <strong>of</strong>used textbooks;• requiring faculty members to publicly post a list <strong>of</strong> required textbook with sufficient leadtime to enable to comparis<strong>on</strong> shop; and• encouraging instituti<strong>on</strong>s to establish rules <strong>on</strong> <strong>the</strong> frequency <strong>of</strong> new editi<strong>on</strong> adopti<strong>on</strong>s.CONCLUSIONAffordability <strong>of</strong> college is a c<strong>on</strong>stant c<strong>on</strong>cern for students and <strong>the</strong>ir parents and an<strong>on</strong>going challenge for higher educati<strong>on</strong> administrators, faculty, and policymakers. An issue <strong>of</strong>notable persistence in recent years has been <strong>the</strong> rising cost <strong>of</strong> textbooks and o<strong>the</strong>r required coursematerial. Some states have reacted with legislati<strong>on</strong>, o<strong>the</strong>rs with studies. C<strong>on</strong>gress has directed<strong>the</strong> Government Accountability Office and <strong>the</strong> Advisory Committee <strong>on</strong> Student FinancialAssistance to investigate <strong>the</strong> driving force behind <strong>the</strong> cost <strong>of</strong> textbooks and what can be d<strong>on</strong>e tomake <strong>the</strong>m more affordable to students. Within <strong>the</strong> past three years in Illinois al<strong>on</strong>e, <strong>the</strong> Board <strong>of</strong>Higher Educati<strong>on</strong>, <strong>the</strong> Governor’s Office, and <strong>the</strong> <strong>IBHE</strong>’s Student Advisory Committee eachhave issued reports <strong>on</strong> textbook costs and opti<strong>on</strong>s to reduce <strong>the</strong>m.This study <strong>of</strong> <strong>the</strong> feasibility <strong>of</strong> textbook rental programs and o<strong>the</strong>r cost-saving opti<strong>on</strong>swas mandated by passage <strong>of</strong> Senate Resoluti<strong>on</strong> 692 in <strong>the</strong> spring 2006 legislative sessi<strong>on</strong>.
